BELL TO CONSTRUCT A CONCRETE COVERING OVER
EXISTING TELEPHONE CABLES AT THE STREET END
AT THE CORNER OF BAYSIDE DRIVE AND BAYSIDE
PLACE
Recommendation:
If desired, approve the application subject to the following
conditions:
1. Approval of California Coastal Commission, if necessary
2. Approval of Army Corps of Engineers, if necessary
3. Approval of Plans and Specifications by the Public Works
Department
4. That the applicant maintain the structure in place, and
if it should fall into a state of disrepair, the
applicant will remove it.
5. Any construction comtemplated on private property will
require the approval of the property owner.
Discussion_
This application is before the City Council as required by Section
5.B. of the Harbor Permit Policies, which states:
5.B. "Prior approval of the Marine Department will be
required before the Marine Department may issue any permit that
does not conform to Standard Drawings and the adopted Harbor
Permit Policies."
Pacific Bell has a number of cables which cross Newport Harbor
from the Peninsula to Carnation Cove. Due to erosion in the
location where they join the ,bulkhead all the cables are now
exposed and subject to deterioration, vandalism and other damage.
As a result, Pacific Bell is proposing to cover the existing
cables with a concrete encasement, as detailed on the attached
drawing. The encasement will be poured over the existing cables.

.11 be approximately 11 feet wide and about 4 feet high at the
sea wall. It will taper down on a 3 to 1 slope, to approximately
84 feet bayward of the existing bulkhead. The structure is
proposed to protect the existing cables and to anchor them in
their existing location.
If the concrete structure should fall into a state of disrepair,
Pacific Bell will be obligated, by the above conditions, to remove
it from the intertidal zone.
Representatives of the Carnation Cove area have reviewed the plans
and have indicated that they have no initial concerns about the
proposal, as designed. The Marine Department has notiified the
neighbors within 300 feet of the proposed work, as required by
Section 5.G. of the Harbor Permit Policies.

Re: Concrete covering of telephone cables at Carnation Cove
Dear Mr. Macinnes:
As we discussed at our meeting on 12/19/89, I have contacted the
Army Corps of Engineers and the California Coastal Comission
regarding the permits necessasry for the above job. As far as the
ACOE is concerned, the work can be done under the nationwide
permit, which will require a letter from you indicating a general
description of the project and the inclusion of a statement that
it is the City opinion that it can be permitted under the Corps
nationwide permit. Two 8 1/2 x 11" drawings of the project should
accompany this letter.
The Coastal Commission has indicated that a permit would be
necessary and would possibly be a consent calendar permit. You
would need to contact Vicky Komi with the Coastal Commission at
213-590-5071 to have her tell you what will be required for their
permit.
The Coastal Commission people indicated that if the material
reached them before January 5, they could put it on their February
agenda. It will probably take at least 60 days for full permit
approval from both agencies. After that you could go forward with
the concrete work.

we anticipate.
