ABSTRACT:
On November 24, 2015, City Council awarded Contract No. 6268, Eastbluff Park Field
Improvements project, to Calpromax Engineering, Inc. (Calpromax) for a total contract
cost of $138,800.00 with a $21,000.00 (15 percent) allowance for contingencies. The
required work is now complete and staff requests City Council acceptance and close out
of the contract.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of
Completion for the project;
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of
the Civil Code; and
c) Release the Faithful Performance Bond one year after acceptance by the City
Council.

The Eastbluff Park baseball field is currently used by local youth baseball programs.
The backstop and fences were dilapidated and needed replacement and upgrades due
to the proximity to the playground and parking lot. On occasion, foul balls were hit into
the playground and nearby parking lot. For this reason, the outdated backstop and
fences were replaced with new fences and netting that extends along the infield up to a
maximum height of 40 feet.
The work completed consisted of removing the backstop and fencing; installing an up-
to-date back stop system; replacing the drinking fountain with bottle filler model; and
restoring damaged areas to the field or sidewalk.
The contract was completed to the satisfaction of the Public Works Department. A
summary of the contract cost is as follows:
Original bid amount:$ 138,800.00
Actual cost of bid items constructed:$ 140,042.00
Total change orders:$ 6,704.22
Final contract cost:$146,746.22
The final construction contract cost was approximately 4.8 percent over the original
contract amount. A majority of the change order was attributed to relocating an irrigation
line to accommodate the new improvements.

ENVIRONMENTAL REVIEW:
On November 24, 2015 the City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15302 (replacement of existing
facilities involving negligible expansion of capacity) of the CEQA Guidelines, California
Code of Regulations, Title 14, Chapter 3, because it has no potential to have a
significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
