ABSTRACT:
On March 24, 2015, City Council awarded Contract No. 6042 (15P15), Corona del Mar
Pocket Park project, to Clean Cut Landscape for a total contract cost of $78,670.10 with a
$12,000.00 allowance for contingencies. The required work is now complete and staff
requests City Council acceptance and contract close out.
RECOMMENDATIONS:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project; and
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of the
Civil Code; and
c) Release the Faithful Performance Bond one year after acceptance by the City Council.
FUNDING REQUIREMENTS:
The adopted FY 2015-2016 Capital Improvement Program Budget included sufficient
funding for this project.

The contract has now been completed to the satisfaction of the Public Works Department.
A summary of the construction cost is as follows:

Final Contract Cost $ 89,737.64
This project called for construction of a new 1,300 square foot pocket park located on the
east side of East Coast Highway between Jasmine Avenue and Larkspur Avenue,
adjacent to Hobie Surf Shop. Park features include drought-tolerant landscaping, a water
efficient irrigation system, low block retaining walls, bench seating, a walkway, and up-
lights for the existing adjacent wall mural. Construction began on June 19, 2015 and was
substantially complete by November 10, 2015. A dedication ceremony for the new park
was held on December 1, 2015. The contractor was given additional working days to
complete various change order requests for some re-grading, wall cap replacement, anti-
graffiti coating and access sign work.
ENVIRONMENTAL REVIEW:
On March 24, 2015 the City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15304 (new landscaping including
replacement of conventional landscaping with water efficient landscaping) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential
to have a significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the
meeting at which the City Council considers the item).
