HomeMy WebLinkAbout11 - Appointments to the Aviation Committee11-1 NEWPORT BEACH City Council Staff Report COUNCIL STAFF REPORT CITY OF April 26, 2016 Agenda Item No. 11 ABSTRACT: Aviation Committee District 1 alternate, District 4 alternate, District 6 representative, and General Aviation Community seats are currently vacant. It is the desire of Mayor Diane B. Dixon (District 1), Mayor Pro Tem Kevin Muldoon (District 4), and Council Member Scott Peotter (District 6) to make their appointments, subject to City Council confirmation. RECOMMENDATIONS: a) Confirm Mayor Dixon’s appointment of Warren Wimer as the District 1 Alternate Member to the Aviation Committee; b) Confirm Mayor Pro Tem Muldoon’s appointment of W. David Cook as the District 4 Alternate Member to the Aviation Committee; c) Confirm Council Member Peotter’s appointment of Lauren Kleiman as the District 6 Representative Member to the Aviation Committee; and d) Confirm Mayor Dixon’s appointment of John Youngblood as the General Aviation Community Member to the Aviation Committee. FUNDING REQUIREMENTS: There is no fiscal impact related to this item. DISCUSSION: Resolution No. 2011-31, which established the membership of the Aviation Committee states, in part, that the Aviation Committee shall consist of seven members, one from each City Council District, nominated by the District Council Member and confirmed by the City Council; seven alternates, one from each City Council District, nominated by TO:HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM:Leilani I. The District 1 alternate member and the General Aviation Community Member positions on the Aviation Committee are vacant. Mayor Dixon has nominated Warren Wimer to fill the District 1 alternate member position and John Youngblood to fill the General Aviation Community Member position. The District 4 alternate member position is also vacant and Mayor Pro Tem Muldoon has nominated W. David Cook to fill that position. The District 6 representative member position is also vacant and Council Member Peotter has nominated Lauren Kleiman to fill that position. Pursuant to City Council Policy A-2 (Board, Commission and Committee Appointments) and the Maddy Act, a Vacancy Notice was prepared by the City Clerk for posting and publication of the unscheduled vacancies. The notice was posted in the City Clerk’s Office, Central Library, and on the City’s bulletin board on December 15, 2015. The City Clerk’s Office also published the notice on December 18, 2015. The applications are attached as Attachment A. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). I wish to serve the City of Newport Beach, on the Aviation Committee, in the position of General Aviation Community Member because I am a strong advocate for clean air and I have a tremendous amount of experience working with residents and business owners in and around the Los Angeles International Airport area reducing noise pollution from aircrafts and construction projects at LAX. Although I do not currently reside within the City of Newport beach, I have lived in South Orange County for the past 10 years and I feel that my 15 plus years, working for the Los Angeles Airport Police Department, brings a specific General Aviation expertise. I am familiar with Federal and State legislation and it's affects on the John Wayne Airport and I am well versed in the Brown Act. Additionally, I am familiar with the operations and layout of the John Wayne Airport and it's surrounding geography.
