ARTS COMMISSION
THREE-YEAR PLAN FOR THE ARTS COMMISSION
The Arts Commission has drafted a three year
funding and staffing plan with the following goals:
Create a long-term self-sufficient arts program that will
provide the necessary support to fund existing arts.
Expand programming with private funding and reduce
the reliance on the General Fund for the arts.
CURRENT FUNDING
■ GENERAL FUND:
$35,000 for Arts Programming
$40,000 for Cultural Arts Grants
$40,000 for contract labor
$12,098 for marketing, insurance, internal service funds, etc.
■ PRIVATE FUNDS:
The Newport Beach Arts Foundation generates about
$5,000 in private funds annually.
Balboa Performing Arts Theater Foundation funds - $1757000
(one time source of revenue for performing arts programming
with a preference for the Balboa peninsula).
Based on City Council direction, the 3 year
plan would include the following steps and
possible funding mechanisms.
1. Complete the Master Plan for Arts & Culture
■ The Arts Commission believes the Master Plan for Arts and
Culture is critical to the future direction of arts in the City and
to drive successful private fundraising efforts.
■ The plan will be brought to Council in June or July 2016.
2. NEWPORT BEACH ARTS FOUNDATION (NBAF)
■ Use funds from Visit Newport Beach to hire a Development
Manager/Fundraiser for the Newport Beach Arts
Foundation.
■ Add new Board members who are adept at non-profit
fundraising , revise bylaws, and increase membership.
■ Follow the successful template of the Library Foundation.

3. PUBLIC ART AND CULTURAL FACILITIES FUND
In March 2013, the City Council adopted Council Policy 1-13 establishing
a Public Art and Cultural Facilities Fund, a funding source for the
acquisition, installation, management and maintenance of Public Art.
■ Use up to $250,000 in funds from the Public Art and Cultural
Facilities Fund, to finance Phase III and IV of the Sculpture Exhibition
in Civic Center Park in 2016 and 2017.
■ Use NBAF fundraising efforts for future phases of the Sculpture
Exhibition.
4. CONTRACT LABOR
■ Use contract labor to manage, coordinate, and consult on
City Arts Commission special projects.
■ Hire contractors to perform task -specific functions until
such time as the Foundation is established and can assist
with these tasks.
