TITLE: Cameo Shores Pavement Reconstruction — Award of Contract
No. 5891 (15R02)
ABSTRACT:
Staff has received construction bids for the Cameo Shores Pavement Reconstruction project
and is requesting City Council's approval to award the construction contract to All American
Asphalt of Corona, California.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant
to Section 15302 (replacement of existing facilities involving negligible expansion of
capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3,
because it has no potential to have a significant effect on the environment;
b) Approve the project plans and specifications;
c) Award Contract No. 5891 to All American Asphalt for the total bid price of $3,363,363.00
and authorize the Mayor and City Clerk to execute the contract;
d) Establish a contingency of $336,000.00 (approximately 10 percent) to cover the cost of
unforeseen work not included in the original contract; and
e) Approve Budget Amendment No. 16BA-042 transferring $233,000.00 from project savings
from 12201-980000-13R20 (Campus Dr, San Joaquin Hills Rd Overlay project) to Account
No. 12201-980000-15R02 (Cameo Shores Pavement Reconstruction project); and
transferring project savings as follows: $42,000 from 12101-980000-15R12 (Bay Ave Area
Pavement Rehabilitation project); $49,000 from 12101-980000-15R03 (Sidewalk, Curb
and Gutter program); and $269,000 from 12101-9800000-15R11 (15th St, Balboa Blvd
Reconstruction project) to Account No. 12101-980000-15R02 (Cameo Shores Pavement
Reconstruction project).

Staff recommends establishing $336,000.00 (approximately 10 percent) for contingency
purposes to cover the cost of unforeseen conditions associated with construction.

DISCUSSION:
At 10:00 a.m. on April 26, 2016, the City Clerk opened and read the following bids for this
project:

The low bid amount is 3.9% below the Engineer's Estimate of $3,500,000. The low bidder, All
American Asphalt, possesses a California state contractor's license classification "A" as
required by the project specifications. A check of the contractor's references indicates
satisfactory completion of similar projects for other public agencies. All American Asphalt
also recently completed the Ocean Boulevard and Marguerite Avenue Pavement
Reconstruction project for the City.

The existing asphalt streets in the Cameo Shores community were constructed in the 1950's
and have reached the end of their design life. This project includes removing and
reconstructing all of the asphalt roadways within the tract, removing and reconstructing
portions of deteriorated concrete curb and gutter, sidewalks, cross -gutters, and curb access
ramps, root pruning, adjusting utilities to grade and other incidental items of work.
The project also includes the construction of two storm drain diversion structures on Brighton
Road to prevent irrigation runoff from draining to the ocean. The diversion structures comply
with the special conditions outlined in the State Water Resources Control Board Resolution
No. 2012-0012, which requires the maintenance of natural water quality in the Areas of
Special Biological Significance (ASBS) along Newport Coast
Additionally, on April 25, 2016, the City was notified of a fire hydrant main break at the
intersection of Milford Drive and Camden Drive in the Cameo Shores community. During the
repair of this fire lateral line break, the Municipal Operations Department discovered that cast
iron pipe was still in use for this fire hydrant lateral line. Old cast iron pipes are known to split
or rupture as they age, and the City's Water Master Plan has a program to replace the
remaining cast iron water lines within the City. Staff is in the process of conducting
exploratory work on some of the other fire hydrant lateral lines in this community to review for
pipe line material. Depending on the findings, staff may proceed with replacing the fire
hydrant mains as part of a separate contract prior to reconstructing the pavement.
Pursuant to the contract specifications, the Contractor will have 100 consecutive working
days to complete the work.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California Environmental
Quality Act (CEQA) pursuant to Section 15302 (replacement of existing facilities involving
negligible expansion of capacity) of the CEQA Guidelines, California Code of Regulations,
Title 14, Chapter 3, because it has no potential to have a significant effect on the
environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the
meeting at which the City Council considers the item).
