Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Alfred Castanon, Associate Civil Engineer, acastanon@newportbeachca.gov PHONE: 949-644-3314 TITLE: Corona del Mar Entry Improvements — Notice of Completion of Contract No. 6382 (151-12) ABSTRACT: On January 26, 2016, City Council awarded Contract No. 6382 for the Corona del Mar Entry Improvements project to All American Asphalt. The total contract award was $497,497.00 with $50,000.00 allowance for contingencies. During construction, additional electrical improvements were requested and partly funded by the Corona del Mar Business Improvement District. The required work is now complete and staff requests City Council's acceptance and close out of the contract. ;619I►�il►�il��l7_��[�I� a) At the January 26, 2016 meeting, City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301; b) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; c) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code; and d) Release the Faithful Performance Bond one year after acceptance by the City Council. A summary of this contract's construction cost is as follows: Original bid amount: $497,497.00 Actual Cost of Bid Items Constructed: $519,613.90 Total Change Orders: $ 76,243.62 Final contract cost: $595,857.52 The final contract cost was approximately 19.8 percent above the original bid amount. This increase was attributed to: 1) the actual cost of bid items constructed was $22,116.90 more than the original bid amount due to the need to install additional irrigation cable and conduit to connect the new landscaping to the existing street median landscaping control system, and 2) two contract change orders totaling $76,243.62 were approved. The change orders included $50,740.54 for electrical service and low voltage lighting for the new landscaping along Coast Highway and $25,503.08 for the removal of four unidentified and abandoned traffic signal pole foundations and their associated steel conduit. As part of the Corona del Mar Business Improvement District's (BID) request to install electrical service and low voltage lighting for the new landscaping lighting, the (BID) authorized an additional $20,000.00 contribution to fund portions of the electrical service and lighting work. 5-2 Corona del Mar Entry Improvements — Notice of Completion of Contract No. 6382 (151-12) July 12, 2016 Page 3 A summary of the project schedule is as follows: Estimated Completion Date per Baseline Schedule May 20, 2016 Project Awarded for Construction January 26, 2016 Contract Completion Date with Approved Extensions May 9, 2016 Actual Substantial Construction Completion Date May 4, 2016 The project was substantially complete as of May 4, 2016. The additional electrical and lighting work moved the contract completion date to May 9, 2016. ENVIRONMENTAL REVIEW: At its January 26, 2016 meeting, City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (c) (minor alterations of existing public facilities involving negligible expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
