As part of this program, participating
property owners pay an annual fee.
The fee will be based on a market appraisal
consistent with Council Policy F-7 and the
"depth" of the encroachment as defined in
Council Policy L-sz.
Staff recommends fee be established, once
the plan receives Coastal approval.

Use of Fees - Examples
s. A free shuttle program for Balboa Peninsula.
2. Improving the boardwalk transition at E Street to
Ocean Boulevard.
3. Improving pedestrian and bicycle access in
McFadden Square;
4. Providing additional parking
5. Improving the safety of the existing boardwalk
for all types of users.
6. Improving ADA access to sandy beach.
7. Increase lifeguarding hours and presence at the
Balboa Peninsula Point beaches.

PART TWO:
Implement Removal and Replacement Plan
Plan includes:
Parcel level analysis for removal of unpermitted
development
Implementation will also include stabilization of
sandy areas.
3 -Year Maintenance
and Monitoring Program

Prepared in Nov. 2013
City should coordinate the Removal Plan.
Secure appropriate permits
$250,000 for removal and 3 year maintenance
Recover all or a portion of the cost from the
adjacent property owners. To be determined after
Coastal approval of program.
