TITLE: Parking Restrictions - Corona del Mar High School Area
ABSTRACT:
Residents and property owners in the area surrounding Corona del Mar High School
have expressed concerns with High School students parking in their neighborhoods. In
consideration of the upcoming school year, there is an opportunity to implement parking
restrictions and expand certain residential permit parking. These restrictions would be
in an effort to reduce student parking impacts on the surrounding neighborhood streets.
Specifically requested is posting of No Parking signs on the north side (the residential
side) of Vista del Oro between Eastbluff Drive and Mar Vista Drive, and on the west side
of Mar Vista Drive between Domingo Drive and Vista del Oro. Also a Resolution and an
Ordinance have been prepared proposing the establishment of a Residential Parking
Permit program for Arbutus Street, Aleppo Street, Alder Place, Almond Place, and Alta
Vista Drive between Aleppo Street and Aralia Street.
RECOMMENDATION:
a) Determine that the action is exempt from the California Environmental Quality Act
(CEQA) pursuant to Sections 15301 (Existing Facilities) and 15311 (Accessory
Structures) of the CEQA Guidelines because it will have no potential to have a
significant effect on the environment;
b) Adopt Resolution No. 2016-99, A Resolution of the City Council of the City of
Newport Beach, California, Establishing the North Side of Vista del Oro between
Eastbluff Drive and Mar Vista Drive and the West Side of Mar Vista Drive between
Domingo Drive and Vista del Oro as a "No Parking" Area;

c) Adopt Resolution No. 2016-100, A Resolution of the City Council of the City of
Newport Beach, California, Limiting the Parking of Vehicles on Arbutus Street,
Aleppo Street, Alder Place, Almond Place, and Alta Vista Drive between Aleppo
Street and Aralia Street; and
d) Introduce Ordinance No. 2016-15, An Ordinance of the City Council of the City of
Newport Beach, California, Amending Subsection 12.68.060(C) of the Newport
Beach Municipal Code to Establish a Residential Parking Permit Program for
Arbutus Street, Aleppo Street, Alder Place, Almond Place, and Alta Vista Drive
between Aleppo Street and Aralia Street, and pass to second reading on September
13, 2016.
FUNDING REQUIREMENTS:
Staff anticipates there will be costs associated with the installation of traffic signage, the
administration of a permit program, and necessary enforcement which will be
accommodated within the existing budget.
DISCUSSION:
Residents and property owners in the area around Corona del Mar High School
(CdMHS) continue to express concerns regarding High School students parking in their
neighborhoods. Residents relay to us that the parking situation has become extremely
challenging and frustrating. The City reached out recently to our colleagues at the
Newport Mesa School District and CdMHS, and it has confirmed that many students
choose to park on the residential streets around the school rather than utilizing the on-
site school parking lots. It appears that students park off-site to avoid parking lot
congestion to have a more rapid egress from school during lunchtime and after school
and other parking lot issues. Staff has previously observed, during school hours,
unused parking spaces in the on-site lots. CdMHS has limited tools to encourage
students to use the school parking lot. Staff will continue with the review of the parking
lots after the school year has started.
The last comprehensive parking review was completed in 2013. Parking conditions
have changed since that review with the completion of the Our Lady Queen of Angels
Church and the Corona del Mar Middle School. In 2013, the City Council approved
Resolution No. 2013-73 and Ordinance No. 2013-20 establishing a one-hour parking
time limit on Aralia Street between 7 a.m. and 4 p.m. on school days, except by permit.
Residential Permit Parking Zone "3" — Aralia Street, allows for a total of up to three
permits per household.
In June of 2016, City staff received a petition for residential parking permit restrictions
on Arbutus Street, Aleppo Street, Alder Place, Almond Place and Alta Vista Drive
between Aleppo Street and Aralia Street, to address the overflow high school student
parking issues. There are a total of 83 homes on the streets requesting permit parking.

Of the 83 homes, 69 homes were contacted. As a result of the petition effort, 66 homes
support the petition request and 3 homes oppose the residential permit parking request.
Chapter 12.68 of the Municipal Code provides that residential parking permits should
not be considered unless it makes certain findings and no alternative solution is feasible
or practical. The findings include: 1) student parking has expanded further into the
Eastbluff neighborhood impacting resident parking during school hours, and 2) a
majority of the residents on the previously noted streets support the request for permit
parking. Therefore, staff recommends a One -Hour Parking Limit, 7 a.m. — 4 p.m.,
School Days Only, except by permit, on Arbutus Street, Aleppo Street, Alder Place,
Almond Place, and Alta Vista Drive between Aleppo Street and Aralia Street. This would
greatly reduce, if not eliminate, the number of students parking on the street. The one-
hour limit would eliminate the potential of students leaving the campus to move their
vehicles between breaks. The breaks for students currently occur every two hours.
One negative aspect of this option is that it would also restrict parking for persons
without permits, guests, and contractors, etc. to one hour, except by permit. The
proposed hours match the school bell schedule, with early bell at 6:50 a.m. and end of
instruction at 3 p.m.
There has been some interest in one-hour limits on the "A" Streets that go later into the
evening. The goal would be to protect residential parking should attendance at large
weekend or evening events at CdMHS cause an overflow of parking in the "A" streets.
Council may wish to consider a dialogue with the neighborhood and parking
enforcement on whether a later one-hour limit (to 8 p.m. or 10 p.m.) would be effective
for the residents or more troublesome for their guests. Council could also ask that the
actions tonight (August 9, 2016) include a first reading for a later p.m. limit.
If the Residential Permit Parking Program is approved, staff will periodically monitor the
new parking restrictions. City staff recommends that the effectiveness of the Residential
Permit Parking Program be reviewed at the end of a one-year period. This should be a
sufficient period to determine if the time restrictions are achieving the goal of controlling
student parking, or if modifications are warranted. Staff will conduct parking counts
after school begins and if there additional parking count information available, staff will
present such information at the 2nd reading of the Ordinance on September 13, 2016.
Implementation would follow 30 days later in October.
There is also a request to immediately remove parking (i.e. No Parking) on the north
side of Vista del Oro between Eastbluff Drive and Mar Vista Drive, and on the west side
of Mar Vista Drive between Domingo Drive and Vista del Oro. Staff has collected
baseline parking counts on Vista del Oro and Mar Vista Drive and will meet with the
Bluffs Homeowners Association on August 17 and with the Plaza Homeowners
Association on August 18 to discuss the implementation of a No Parking zone.
Staff has also contacted the Principal at Corona del Mar High School and the
Superintendent of the Newport Mesa Unified School District. If approved by City

Council, staff would implement the no parking restrictions prior to the start of the school
year. This parking restriction is likely to encourage better student usage of the on-site
Corona del Mar High School Parking Lot.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is exempt from the California
Environmental Quality Act ("CEQA") pursuant to Sections 15301 (Existing Facilities)
and 15311 (Accessory Structures) of the CEQA Guidelines, California Code of
Regulations, Title 14, Chapter 3, as the only physical change to the environment will be
the installation of new, small regulatory signs within the existing developed public right-
of-way to alert motorists of parking restrictions and no other changes to the streets,
sidewalks or parking spaces is authorized.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH ESTABLISHING THE NORTH SIDE OF VISTA DEL ORO
BETWEEN EASTBLUFF DRIVE AND MAR VISTA DRIVE AND THE WEST
SIDE OF MAR VISTA DRIVE BETWEEN DOMINGO DRIVE AND VISTA
DEL ORO AS A NO- PARKING AREA
WHEREAS, the Newport Beach Municipal Code provides that the City Council
may by resolution establish areas in which no person shall stop, stand or part a vehicle;
and
WHEREAS, Residents and property owners in the area surrounding Corona del
Mar High School have expressed concerns about students parking in their neighborhood
and impacting parking conditions on the neighborhood streets on days in which school is
in session; and
WHEREAS, in order to address parking conditions relating to students attending
Corona del Mar High School, facilitate the flow of traffic, and eliminate traffic hazards, the
City Council desires to limit the parking of vehicles on the north side of Vista Del Oro
between Eastbluff Drive and Mar Vista Drive and on the west side of Mar Vista Drive
between Domingo Drive and Vista Del Oro 24 hours a day, seven days a week.
NOW, THEREFORE, the City Council of the City of Newport Beach resolves as
follows:
Section 1: The recitals provided above are true and correct and are
incorporated into the operative part of this resolution
Section 2: The City Council does hereby designate the north side of Vista Del
Oro between Eastbluff Drive and Mar Vista Drive as a "No Parking" area.
Section 3: The City Council does hereby designate the west side of Mar Vista
Drive between Domingo Drive and Vista Del Oro as a "No Parking" area.
Section 4: If any section, subsection, sentence, clause or phrase of this
resolution is, for any reason, held to be invalid or unconstitutional, such decision shall
not affect the validity or constitutionality of the remaining portions of this resolution. The

City Council hereby declares that it would have passed this resolution, and each
section, subsection, sentence, clause or phrase hereof, irrespective of the fact that any
one or more sections, subsections, sentences, clauses or phrases be declared invalid
or unconstitutional.
Section 5: The City Council finds the adoption of this resolution is not subject
to the California Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2)
(the activity will not result in a direct or reasonably foreseeable indirect physical change
in the environment) and 15060(c)(3) (the activity is not a project as defined in Section
15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3,
because it has no potential for resulting in physical change to the environment, directly
or indirectly.
Section 6: This resolution shall take effect immediately upon its adoption by the
City Council, and the City Clerk shall certify the vote adopting the resolution.

BEACH LIMITING THE PARKING OF VEHICLES ON ARBUTUS STREET,
ALEPPO STREET, ALDER PLACE, ALMOND PLACE, AND ON ALTA VISTA
DRIVE BETWEEN ALEPPO STREET AND ARALIA STREET
WHEREAS, Section 12.44.150 of the Newport Beach Municipal Code provides that the
City Council shall by resolution designate streets or portions of streets on which the parking or
standing of vehicles is to be prohibited, and shall designate in the resolution the days of the
week and the exact hours during which such prohibition shall be in effect; and
WHEREAS, Residents and property owners in the area surrounding Corona del
Mar High School have expressed concerns about students parking in their
neighborhood and impacting parking conditions on the neighborhood streets on days
in which school is in session; and
WHEREAS, in order to address parking conditions relating to students attending
Corona del Mar High School, the City Council now desires to limit the parking of vehicles on
Arbutus Street, Aleppo Street, Alder Place, Almond Place and Alta Vista Drive between Aleppo
Street and Aralia Street between the hours of 7:00 a.m. and 4:00 p.m. on days when school is
in session;
NOW, THEREFORE, the City Council of the City of Newport Beach resolves as follows:
Section 1: The recitals provided above are true and correct and are

WHEREAS, on October 22, 2013, the City Council adopted Ordinance No. 2013-
20, which amended Newport Beach Municipal Code (NBMC) Section 12.68.060(C) and
designated Aralia Street as Preferential Parking Zone "3," thereby limiting parking on
Aralia Street to one (1) hour duration on school days between the hours of 7:00 a.m.
and 4:00 p.m., except by permit; and
WHEREAS, on August 9, 2016, the City Council adopted Resolution No. 2016 -
finding that student parking on Arbutus Street, Aleppo Street, Alder Place, Almond
Place and Alta Vista Drive between Aleppo Street and Aralia Street creates noise, traffic
hazards and other impacts such that parking on those streets is regularly and
substantially interfered with by the use of students parking for the purposes of attending
Corona del Mar High School between the hours of 7:00 a.m. and 4:00 p.m. on days in
which school in in session; and
WHEREAS, by its action in adopting Resolution No. 2016- City Council
limited the parking of vehicles on Arbutus Street, Aleppo Street, Alder Place, Almond
Place and Alta Vista Drive between Aleppo Street and Aralia Street between the hours
of 7:00 a.m. and 4:00 p.m. on days in which school is in session; and
WHEREAS, the City recognizes that there will be continued pressure for
students to park in the surrounding neighborhood; and
WHEREAS, the majority of residents adjacent to the streets on which parking is
limited pursuant to Resolution No. 2016- desire, agree and request preferential
parking privileges; and
WHEREAS, Newport Beach Municipal Code Section 12.68.060 authorizes the
City Council to designate certain residential streets or any portion thereof as Preferential
Parking Zones for the benefit of residents adjacent thereto, in which zones vehicles

displaying a permit may be exempt from parking prohibitions or restrictions otherwise
posted, marked, or noticed; and
WHEREAS, the City Council does hereby find that a Preferential Parking Zone
for the street where parking is limited between the hours of 7:00 a.m. and 4:00 p.m. on
days in which school is in session pursuant to Resolution No. 2016- is required to
enhance and protect the quality of life in the area of Arbutus Street, Aleppo Street, Alder
Place, Almond Place and Alta Vista Drive between Aleppo Street and Aralia Street, is
desirable in order to alleviate parking impacts resulting from longterm nonresident
parking; and necessary to provide reasonably available and convenient parking for the
benefit of the adjacent residents.
THE CITY COUNCIL OF NEWPORT BEACH DOES HEREBY ORDAIN AS
FOLLOWS:
Section 1: Section 12.68.060 C. of the Newport Beach Municipal Code is
amended to read as follows:
12.68.060 C. Zone "3" — Eastbluff. Parking on the following streets shall be
limited to one (1) hour duration on school days between the hours of 7:00 a.m, and 4:00
p.m., except by permit.
1. Aralia Street
2. Arbutus Street
3. Aleppo Street
4. Alder Place
5. Almond Place
6. Alta Vista Drive between Aleppo Street and Aralia Street
Section 2: The recitals provided in this ordinance are true and correct and are
incorporated herein by this reference.
Section 3: If any section, subsection, sentence, clause or phrase of this
ordinance is, for any reason, held to be invalid or unconstitutional, such decision shall
not affect the validity or constitutionality of the remaining portions of this ordinance. The
City Council hereby declares that it would have passed this ordinance, and each
section, subsection, clause or phrase hereof, irrespective of the fact that any one or
more sections, subsections, sentences, clauses and phrases be declared invalid or
unconstitutional.
Section 4: The City Council finds the approval of this ordinance is not subject
to the California Environmental Quality Act ("CEQA") pursuant to Section 15060(c)(2)
(the activity will not result in a direct or reasonably foreseeable indirect physical change
in the environment) and 15060(c)(3) (the activity is not a project as defined in Section
15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3,
because it has no potential to have a significant effect on the environment.
Section 5: Ordinance No. 2013-20 is hereby repealed.
Section 6: Except as expressly modified in this ordinance, all other Sections,
Subsections, terms, clauses and phrases set forth in the Newport Beach Municipal
Code shall remain unchanged and shall be in full force and effect.
Section 7: The Mayor shall sign and the City Clerk shall attest to the passage
of this ordinance. The City Clerk shall cause the ordinance, or a summary thereof, to be
published in the official newspaper of the City, and it shall be effective thirty (30) days
after its adoption.

Subject: Request to Expand Eastbluff Preferential Parking Zone
Dear Mayor Mixon and City Council,
The Eastbluff Homeowners Con zunity Association represents 460 homes adjacent to Corona del Mar
High School. {Jur community entrance to our "A" Streets on Eastbluff Drive is directly across the street
from the school's front parking lot, swimming stadium and sports fields.. Our residents continue to
experience severe traffic and parking problems daring the school session for which we are requesting;
assistance by the City.
Newport Beach Municipal Code Chapterl2.68, Section 12.68.060 Preferential Parking Zones Locations
and Restrictions. includes ""Lone 3 Aralia 'Street". Our Board of Directors, on behalf of residents on
adjoining streets, is requesting the City add additional streets to this Preferential Parking Zone. The
current parking restriction covers all of Aralia Street and limits parking to one-hour duration on school
days from 7:00 am to 4:00 pm except by permit. The proposed expansion is to impose the same
restrictions on the following streets:
1. Aleppo :street including cul-de-sac across Alta Vista Dr.
2. Arbutus Street
3. Alta Vista Dr. from Aralia. St.. to Aleppo St.
4. Alder Place (cul-de-sac off Alta Vista)
5. Almond Place (cul-de-sac off Alta Vista)
The high school parking on these streets Monday to Fridays when school is in session results in safety
issues with speedy drivers on residential streets, jaywalking, leaving trash on streets and residents"
property, early morning noise, heavy traffic during morning and afternoon, lack of available curb parking
for residents, workers, family and friends, and difficulty for residents trying to leave their homes when
exciting their driveways and leaving the community in the mornings.
A recent survey of our impacted homeowners resulted in 80% support for the expansion of the
Preferential Parking Zone. Similar restrictions apply in residential areas near Newport Harbor High
School. The City"s Traffic Engineer is aware of our request to address this ongoing problem and has

indicated to homeowners in the impacted zone that the department glans to conduct a traffic study in
September when school is in session prior to making their final recommendation. If this is required to
take action, then we will be patient and urge you to make this a priority.
