TITLE: Water Main Replacement at Goldenrod Avenue and Coast Highway
— Notice of Completion of Contract No. 7010-1 (15W01)
ABSTRACT:
On March 22, 2016, City Council awarded Contract No. 7010-1 for the Water Main
Replacement at Goldenrod Avenue and Coast Highway to GCI Construction, Inc. (GCI).
The total contract award was $257,850.00 plus $26,000.00 allowance for contingencies.
The required work is now complete and staff requests City Council acceptance and
close out of the contract.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of
Completion for the project. (At the March 22, 2016 meeting, the project was found to
be exempt from the California Environmental Quality Act (CEQA) pursuant to
Section 15302);
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of
the Civil Code; and
c) Release the Faithful performance Bond one year after acceptance by the City
Council.

Contract No. 7010-1, Goldenrod Avenue at PCH Water Main Replacement Project has
been completed to the satisfaction of the Public Works Department. A summary of this
contract's construction cost is as follows:

The actual cost of bid items constructed was $5,000.00 less than the original bid
amount due to not having to replace a 12 -inch water valve. During the course of the
project, the contractor ran into several unforeseen underground obstacles that added
significant costs to the project. The first unforeseen item was very hard slurry backfill
used in the original water main trench. This backfill had to be broken out with
machinery that delayed production significantly. The second unforeseen item was an
obstruction from a high pressure gas line. The alignment of the water main had to be
redesigned in the field to pass underneath the gas main. The redesign required
additional fittings, air -vacuum assembly, labor and time to construct. The final contract
cost was approximately 5.9 percent above the original bid amount with three change
orders totaling $20,319.62. The change orders included the abovementioned work.

The project was substantially completed as of June 16, 2016. However, the project was
slightly delayed in an effort to coordinate with the adjacent East Coast Highway Corona
del Mar Entry Project and the Orange County Marathon.

ENVIRONMENTAL REVIEW:
At the March 22, 2016 City Council meeting, the project was found to be exempt from
the California Environmental Quality Act (CEQA) pursuant to Section 15302(c)
(Reconstruction of existing facility involving negligible or no expansion of capacity) of
the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential to have a significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
