TITLE: APPOINTMENT BY MAYOR OF AD HOC APPOINTMENTS
COMMITTEE TO REVIEW APPLICATIONS AND MAKE
RECOMMENDATIONS TO THE FULL COUNCIL FOR THE
BOARD AND COMMISSION VACANCIES SCHEDULED TO
OCCUR ON JUNE 30, 2012
ABSTRACT:
The annual vacancies on City Boards and Commissions will occur on June 30, 2012.
The process to fill the vacancies shall be followed in accordance to Council Policy A -2 —
Board and Commission Appointments.
RECOMMENDATION:
a) Confirm Mayor Nancy Gardner's appointment of Mayor Nancy Gardner, Council
Member Mike Henn, and Council Member Steven Rosansky to serve on the Ad
Hoc Appointments Committee to review applications and make
recommendations to the full Council for the Board and Commission vacancies
scheduled to occur on June 30, 2012.
b) Direct the City Clerk to post and publish a Vacancy Notice requesting that
applications be submitted by 2:00 p.m. on Wednesday, May 16, 2012; schedule
confirmation of nominees to be made on June 12, 2012; and make appointments
on June 26, 2012.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.

DISCUSSION:
On June 30, 2012, the following vacancies will occur on City Boards and Commissions:
Board of Library Trustees (one seat) - Seat held by Lynn Crutchley (eligible for
reappointment)
Building and Fire Board of Appeals (two seats) - Seats held by Brion Jeannette (not
eligible for reappointment) and George Crall (not eligible for reappointment)
City Arts Commission (two seats) - Seats held by Robert Smith (eligible for
reappointment) and Rita Goldberg (eligible for reappointment)
Civil Service Board (two seats) - Seat held by Debra Allen [Fire and Police nominee]
(eligible for reappointment) and James (Mickey) Dunlap [Fire and Police nominee]
(eligible for reappointment)
Harbor Commission (one seat) - Seat held by Marshall "Duffy" Duffield (not eligible for
reappointment)
Parks, Beaches & Recreation Commission (one seat) - Seat held by Kathy Hamilton
(eligible for reappointment)
Planning Commission (one seat) - Seat held by Larry Tucker (eligible for
reappointment)
Consistent with Council Policy A -2, the above stated vacancies will be advertised and
applications accepted until 2:00 p.m. on Wednesday, May 16, 2012.
Following the interview process, the nominations will be scheduled for confirmation by
the full City Council on Tuesday, June 12, 2012, and the final appointments will be
made on Tuesday, June 26, 2012. All new terms will be effective on July 1, 2012 with
an expiration date of June 30, 2016.
City Council Policy A -2 establishes the procedures for making appointments to the
various boards and commissions.
As per the Council policy, the Committee's duties are as follows:

A. Review all applications for position to City Boards and Commissions. The Ad
Hoc Appointments Committee will review applicant answers to all questions
contained in the application;
B. Conduct any necessary interviews with individual applicants; and
C. At least two weeks prior to the date of appointment, recommend to the full City
Council at a regular public meeting, two or more candidates for each Board or
Commission vacancy. Members of the Council may wish to interview the
recommended candidates further prior to final selection by the Council. By
requiring two or more candidates for each vacancy, it is the intent of the City
Council that at least two separate individuals should be considered for each
vacancy, i.e., if there are two vacancies, at least four separate individuals will be
considered.
Once the final appointments are made by the City Council, the Ad Hoc Appointments
Committee will be dissolved.
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

The City of Newport Beach is currently accepting applications to fill
the following vacancies (four -year terms):
Board of Library Trustees (one seat)
Building and Fire Board of appeals (two seats)
City Arts Commission (two seats)
Civil Service Board (two seats)
Harbor Commission (one seat)
Parks, Beaches & Recreation Commission (one seat)
Planning Commission (one seat)
The seats will become vacant when the existing terms expire on
June 30, 2012.
The deadline for filing applications is 2:00 p.m. on Wednesday,
May 16, 2012. Application blanks and additional information about
the boards and commissions can be obtained from the City Clerk's
Office, 3300 Newport Boulevard, or will be mailed or faxed to you by
calling 949 -644 -3005. The application and information about the
Boards and Commissions can also be accessed through the City's
