Brown, City Clerk APPROVED: TITLE: APPOINTMENTS TO THE AVIATION COMMITTEE ABSTRACT: At the February 14, 2012 City Council meeting, the City Clerk was directed to handle the Aviation Committee positions as unscheduled vacancies and advertise and accept applications from interested citizens, pursuant to Council Policy A -2 - Boards and Commission, and Resolution No. 2011 -31. RECOMMENDATION: a) Confirm Council Member Mike Henn's appointment of Kay Mortensen as the District 1 representative to the Aviation Committee and bring back the District 1 alternate representative appointment at a future meeting. b) Confirm Council Member Rush Hill's appointment of Bonnie O'Neil as the District 3 alternate representative to the Aviation Committee. c) Confirm Council Member Leslie Daigle's appointment of _ as the District 4 alternate representative to the Aviation Committee. FUNDING REQUIREMENTS: There is no fiscal impact related to this item. DISCUSSION: Resolution No. 2011 -31 which established the membership of the Aviation Committee states, in part, that the Aviation Committee shall consist of seven members, one from Appointments to the Aviation Committee March 27, 2012 Page 2 each City Council district, nominated by the District Council Member and confirmed by the City Council; and seven alternates, one from each City Council district, nominated by the District Council Member and confirmed by the City Council. The Notice of Vacancies was posted in the City Clerk's Office on February 15, 2012, and advertised in the Daily Pilot on Saturday, February 18, 2012. The deadline to submit an application was Wednesday, February 29, 2012; however, at the conclusion of the application period, the City Clerk's Office received only one application from District 4; however, no applications from Districts 1 or 3. At the Regular Meeting of March 13, 2012, the City Council extended the application period in order to receive applications from the respective Districts in order to fill the following positions: District 1 Representative District 1 Alternate Member District 3 Alternate Member District 4 Alternate Member ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
