Powers & Duties
♦ Requests the City Council proclaim a Local
Emergencyor issue such a proclamation in
the council's absence
♦ Request the Governor to proclaim a State of
Emergency if local resources are inadequate
♦ Control and
organization
direct the emergency response

After a Proclamation,
the Director may...
♦ Make and issue rules and regulations,
including:
— Establishing a curfew
— Restricting circulation in certain areas
— Restricting the sale of alcoholic beverages
♦ Obtain vital supplies, equipment, etc.
♦ Require services of any officer or employee
♦ Requisition necessary personnel and material
from any city department

The City Council...
• Proclaims a Local Emergency, if in session, or
• If not in session, they ratify the Local
Emergency within 7 days after it was
proclaimed
♦ Terminates a Local Emergencywithin 14 days
of the close of the incident
The City Council works out of the
Council Conference Room, not the EOC.
