FY2010 -2011 Streetlight Improvement Project — Completion and
TITLE: Acceptance of Contract No. 4605
ABSTRACT:
On June 14, 2011, City Council awarded Contract No. 4605 to Steiny and Company, Inc.
( Steiny), for an amount of $585,510.75, and established a 10 percent contingency
allowance. Work is now complete and staff requests City Council to accept and close out
the contract.
RECOMMENDATIONS:
1. Accept the completed work and authorize the City Clerk to file a Notice of Completion.
2. Increase the contingency amount by $7,201.84, approximately 1.4 percent.
3. Authorize the City Clerk to release the Labor and Materials Bond 35 days after the Notice
of Completion has been recorded in accordance with applicable portions of the Civil Code.
4. Release the Faithful Performance Bond one year after Council acceptance.

The contract consisted of replacing 155 higher energy use streetlight fixtures with new energy
efficient LED units as part of the rehabilitation and upgrade of four existing deteriorated
streetlight circuits identified in the City's 15 -year Streetlight Replacement Master Plan. The
work areas included portions Bayside Drive, Harbor Island Drive, and the Westcliff Community.
In addition to rehabilitating the four circuits, the new fixtures will yield yearly energy savings of
approximately $3,500, plus reduce maintenance costs as the new LED lamps are expected to
last approximately 5 times longer then the HPS lamp bulbs they replaced.
The contract has now been completed to the satisfaction of the Public Works Department. A
summary of the contract cost is as follows:

The final overall construction cost including change orders was 11.4 percent over the original
bid amount. Essentially all of these additional costs resulted from design changes during
construction to account for unanticipated field conditions.

ENVIRONMENTAL REVIEW:
City Council found this project exempt from the California Environmental Quality Act ( "CEQA ")
pursuant to Section 15302 (replacement of existing facilities involving negligible expansion of
capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3,
because it has no potential to have a significant effect on the environment.
NOTICING:
This agenda item has been noticed according to the Brown Act. In addition, the City Clerk will be
filing a Notice of Completion for the project as a result of this action.
