TITLE: Adopt Resolution for the Installation of a Stop Sign on Hazel Drive
at Poppy Avenue
ABSTRACT:
Residents of Hazel Drive and Poppy Avenue have advised staff of a safety concern at
the intersection of Hazel Drive and Poppy Avenue. After a thorough review and
evaluation of the situation, staff is recommending installation of a STOP sign on Hazel
Drive at Poppy Avenue.
RECOMMENDATIONS:
1. Adopt Resolution 2012 - 23 for the installation of a STOP sign on Hazel Drive
at Poppy Avenue.
FUNDING REQUIREMENTS:
If the Resolution is approved, a STOP sign and striping will be installed on Hazel Drive
at Poppy Avenue. Cost for installation of the sign will be under $1,000.00 and will be
funded with current Public Works Department Maintenance and Operations budget.
DISCUSSION:
Upon request to review the Hazel Drive /Poppy Avenue intersection to address safety
concerns, Traffic Engineering staff has determined the need for installation of a STOP
sign on Hazel Drive at Poppy Avenue. Installation of a STOP sign at this location will
better control vehicular right -of -way by requiring vehicles approaching the intersection
on Hazel Drive to stop prior to turning onto Poppy Avenue.

Field review of the intersection revealed limited sight distance, which restricts the view of
oncoming Poppy Avenue traffic for motorists exiting Hazel Drive. This, combined with the
increase in seasonal pedestrian activity along the Poppy Avenue sidewalks, has led to
Staffs recommendation to install the STOP sign for the Hazel Drive approach to Poppy
Avenue.
The proposed STOP installation will require installation of one sign and striping on
Hazel Drive. Section 12.36.010 of the Newport Beach Municipal Code requires
adoption of a Resolution by the City Council for installation of STOP control.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

RESOLUTION NO. 2012-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH TO POST STOP CONTROL ON HAZEL DRIVE
AT POPPY AVENUE
WHEREAS, Section 12.36.010 of the Newport Beach Municipal Code provides
that whenever any ordinance or resolution of this City designates and describes any
intersection at which vehicles are required to stop at one or more entrances thereto, the
City Traffic Engineer shall erect and maintain STOP signs at those entrances of each
intersection where a stop is required; and
WHEREAS, the City Traffic Engineer has determined a need for a right -of -way
control at the intersection of Hazel Drive and Poppy Avenue;
WHEREAS, sight distance is limited, restricting motorists exiting Hazel Drive from
viewing oncoming traffic approaching the intersection on Poppy Avenue;
WHEREAS, increased seasonal pedestrian activity on Poppy Avenue sidewalks
crossing the Hazel Drive approach supports the need for a traffic control device;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport
Beach, hereby designates that all vehicles are required to STOP on Hazel Drive at the
Hazel Drive and Poppy Avenue intersection;
BE IT FURTHER RESOLVED that the City Traffic Engineer is hereby directed to
erect and maintain all necessary signs at the above location.
