Badum, Public Works Director 949- 644 -3311, sbadum @newportbeachca.gov PREPARED BY: Bryan Loo, Junior Civil Engineer APPROVED: A TITLE: Adopt Resolution for Street Sweeping Parking Restrictions on Kline Drive ABSTRACT: Staff requests the adoption of a Resolution for "No Parking" Street Sweeping Restrictions on Kline Drive from Orchard Drive to west street end in the West Santa Ana Heights community. RECOMMENDATIONS: 1. Rescind Resolution 2012 -3. 2. Adopt Resolution 2012 - 21 establishing NO PARKING restrictions for street sweeping on Kline Drive from Orchard Drive to west street end in the West Santa Ana Heights community. FUNDING REQUIREMENTS: If the Resolution is approved, signs establishing NO PARKING restrictions for street sweeping will be posted on Kline Drive. Cost for installation of the signs will be under $500.00 and will be funded by current Maintenance and Operations budget. DISCUSSION: The City of Newport Beach adopted a street sweeping program within the West Santa Ana Heights community following its annexation to restrict parking on Thursdays from 9:30 a.m. to 12:30 p.m. for street sweeping. At the time of annexation, the unimproved section of Kline Drive, from Orchard Drive to the westerly street end, was not included in Adopt a Resolution for Street Sweeping Parking Restrictions on Kline Drive February 28, 2012 Page 2 the street sweeping program. With completion of the roadway improvement project, Kline Drive will be added to the City's street sweeping program. To effectively operate street sweeping along this section of Kline Drive, staff recommends restricting parking on Thursdays from 9:30 a.m. to 12:30 p.m. to coincide with the rest of the West Santa Ana Heights community as shown in Exhibit A. Upon Council approval of this Resolution, Municipal Operations Department will post appropriate signs establishing the street sweeping parking restrictions. Once the signs are in place, the Police Department will enforce the area as posted. To help residents transition to the new street sweeping enforcement, warnings will be issued to violators for the first two weeks after the signs are installed. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). Upon adoption of the Resolution, a letter will be sent to residents along this segment of Kline Drive notifying them of the street sweeping parking restrictions.
