QUALITY CITIZENS ADVISORY COMMITTEE

Due to the recent resignation by George Drayton (District 3 Representative) on the
Coastal /Bay Water Quality Citizens Advisory Committee, the City Council may appoint a
new member pursuant to City Council Policy A -2, Boards and Commission
Appointments.
RECOMMENDATION:
Direct the City Clerk to post and publish a Special Vacancy Notice requesting that
applications be submitted by 4:00 p.m. on Wednesday, March 14, 2012, and schedule
confirmation of appointments to be made on March 27, 2012.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
DISCUSSION:
George Drayton (District 3 representative) resigned from the Coastal /Bay Water Quality
Citizens Advisory Committee. The Committee consists of three Council Members; and
seven members, one from each City Council Districts, nominated by the District Council
Member, and confirmed by the City Council.

Pursuant to Council Policy A -2, the City Clerk will prepare a Special Vacancy Notice for
posting and publication of the unscheduled vacancy. As per the notice, applications will
be accepted by the City Clerk's Office until 4:00 p.m. on Wednesday, March 14, 2012.
At the close of the application period, the current applications on file and any new
applications will be forwarded to Council Member Rush Hill (District 3 Council Member)
for review and nomination. Council Member Hill's nominee will come before the City
Council for confirmation on Tuesday, March 27, 2012.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

NOTICE OF UNSCHEDULED VACANCY
The City of Newport Beach is currently accepting applications to fill the District 3
Representative vacancy on the COASTAL /BAY WATER QUALITY ADVISORY
COMMITTEE.
An application can be obtained from the City Clerk's Office at 3300 Newport Boulevard,
or can be sent to you by calling (949) 644 -3005. The application and information can also
be accessed through the City's website at www.newportbeachca.gov under City
Government /Boards, Commissions and Committees.
The deadline for filing applications is 4:00 p.m. on Wednesday, March 14, 2012. For more
