RECOMMENDATION: Appoint 7 of the following 13 nominees to fill the vacancies on the Citizens Bicycle Safety Committee: 1. Michael Alti 8. Robert Kahn 2. Sandra Asper 9. Denis LaBonge* 3. David Huntsman " Incumbent Appointments to fill the Unscheduled Vacancy on the Citizens Bicycle Safety Committee February 28, 2012 Page 2 FUNDING REQUIREMENTS: There is no fiscal impact related to this item. DISCUSSION: At the Regular Meeting of January 10, 2012, the City Council directed the City Clerk to advertise the vacancies on the Citizens Bicycle Safety Committee pursuant to Council Policy A -2. Mayor Gardner, Council Member Daigle, and Council Member Selich were appointed as the Ad Hoc Appointments Committee ( "Committee "). The Committee was assigned the task of reviewing applications and interviewing applicants. The Notice of Vacancies was posted in the City Clerk's Office on January 11, 2012, and advertised in the Daily Pilot on Saturday, January 14, 2012. The deadline to submit an application was Friday, January 27, 2012. At the conclusion of the application period, the applications were forwarded to the Committee for their review and scheduling of interviews. Interviews were conducted on Wednesday, February 8, 2012. On February 14, 2012, the City Council confirmed the following nominations: 1. Michael Alti 8. Robert Kahn 2. Sandra Asper 9. Denis LaBonge 3. Lou Cohen 10. Sean Matsler 4. Errett Cord 11. Francis Peters 5. Barbara Danzi 12. Anthony Petros 6. Greg George 13. John Tzinberg 7. David Huntsman There were initially going to be 14 nominees; however, John Heffernan requested that his name be removed from consideration. Pursuant to Council Policy A -2, the following is the procedure for voting on appointments to City Boards, Commissions, and Committees: A. The Council will vote on all appointments and seats simultaneously. The voting will be by paper ballot and the City Clerk will tabulate and announce the results, including the vote tally. B. Each member of the Council will cast seven (7) votes as indicated on the paper ballot from the list of the nominees. In order to be appointed, the nominees must receive at least four votes. John Tzinberg Incumbent Nominations to fill the Unscheduled Vacancy on the Citizens Bicycle Safety Committee February 14, 2012 Page 2 FUNDING REQUIREMENTS: There is no fiscal impact related to this item DISCUSSION: The Citizens Bicycle Safety Committee was formed by Council Resolution No. 2010 -99. The resolution, in part, calls for each committee member to be appointed to a one -year term. City Council Policy A -2 establishes procedures for making appointments to the City's various boards and commissions. The City desires to follow past practice in filling the vacancies which involved the screening of applications by an Ad Hoc committee comprised of Council Members, appointment by the Mayor and confirmation by the City Council. The Notice of Vacancy was published on Saturday, January 14, 2012, and applications were accepted until 4:00 p.m. on Friday, January 27, 2012. At the Regular Meeting of January 10, 2012, Mayor Nancy Gardner and Council Members Daigle and Selich were appointed as the Ad Hoc Appointments Committee. At the conclusion of the application period the applications were forwarded to the Ad Hoc Appointments Committee for their review and scheduling of interviews. Interviews were conducted on Wednesday, February 8, 2012. I participate in several century rides (100 miles) each year. When I worked in Irvine I bike commuted. I ride from 1 to 4 times a week, sometimes over 100 miles per week on the roads and bike paths. I have bicycled from San Francisco to Los Angeles on a fund raising ride for the Arthritis Foundation. I've rented bikes and ridden in other US and European cities. Two friends of mine have died while cycling - one was hit by a car, one had a heart attack, and several of my friends have been hit by vehicles while cycling. These accidents could have been avoided, and I would like to use my talents and abilities towards improving bicycle safety. There are several aspects to improving safety. Cyclist safety education — targeted at both adults and children, and varying levels of cyclist Driver safety education — should particularly be targeted at residents in the neighborhoods that attract cyclists (Spyglass, Newport Coast, Back Bay, Corona del Mar, Balboa Peninsula), perhaps through home owner association newsletters, utility bills, or training events in their community clubhouses Road signage, painting of bike lanes and /or sharrows, perhaps changing traffic lights and crosswalks Enabling community input about risky spots and road hazards Collaborate with neighboring cities, and other bike - friendly cities to learn what worked and what hasn't worked, to allow us to spend our resources wisely If promoting cycling is also within the scope of this committee, I would be an asset with experience in planning community events. I was hit at this exact intersection almost 8 years ago and was lucky to have survived. I have also been hit on San Joaquin Hills Road near the.Gelson'sStore, which resulted in an extended stay at Hoag Hospital I have a good knowledge of the breadth of the abilities, riding style and expectation of the spectrum of bike riders - from the children going to school to competitive category One riders to those who have competed in the Olympics in bicycle events. REASONS: My primary motivation to serve on the Citizens Bicycle Safety Committee is to see that my 9- year -old son can transport himself to Newport Coast Elementary School by bicycle, safely and with integrity, when he enters the 4th grade in the fall. (He could not do so at present.) My secondary reason is to help make it safe for cyclists of all ages, skills and interests to travel upon any road in Newport Beach. (They cannot do so at present.) I am bicycle racer, commuter, and social rider. I pretty much ride my bike most days of the year and manage a cycling club that has members ranging in age from 14 years to 70 years. I live in Newport City and know the roads very well. I have two retail bicycle stores, one in Newport Beach, and one in Irvine on the campus of the University of California, Irvine. The UCI store was our first location and I have been actively involved with the University in making the place more bicycle friendly and helping develop a bike plan for the coming years. I served on the recent Task Force on Bicycle Safety and found that l enjoyed being able to pass on some of my experience. I was a law enforcement officer for 17 years.
