SUBJECT: City Council Consideration of a Revised City Manager Job Description
ISSUE:
Does the City Council concur that the job description being proposed by the City Manager
ad hoc Recruitment Committee reflects the duties of the Newport Beach City Manager's
position?
RECOMMENDATION:
Review proposed job description and make any modifications necessary. Approve a job
description to be utilized during the recruitment process for a new City Manager.
DISCUSSION:
Background:
The City Manager is retiring on or about September 15' de ending upon the date a new City
Manager is hired and reports to work. At the May 12h City Council meeting, Council
authorized hiring the executive recruitment firm of Teri Black & Company to conduct the
search. One of the important informational documents prospective applicants may want to
review will be the job description for the position. This, along with the recruitment brochure,
are important components to applicants gaining a better understanding of the community
and of the Council's desire for its Chief Executive Officer and the goals it has for the
organization.
The City Charter contains some requirements that have been incorporated into the job
description, but other general information offers a sense of the position's scope. The job
description has not been reviewed by a City Council for the past 10 years and the City
Manager ad hoc Committee felt it needed to be updated for this recruitment.

Teri Black will be working with the ad hoc Committee and the full City Council in developing
more specific requirements for the nature of experience, background and specific skills
necessary to be a successful City Manager in Newport Beach. That information will be
contained in a City Manager recruitment brochure to assist potential candidates in
determining their interest and whether they believe they are a good match for the position. It
will also assist in advertising and making contact with candidates who may not be actively
looking, but might become interested once they review the promotional literature.
Attached are both the current job description and the proposed job description. The ad hoc
Committee seeks Council discussion and consensus on the final wording of the job
description so it can be utilized when the recruitment process begins in June.
