ot the Post O ffice for o printing orde r, I wos once more moved to
dismay ot the colossal stupid ity of govern ment engoged in business.
Those postcards, os ell of you ~now, cost me exoctly two cents each.
In other words, I received ell fhot postcord paper free. because all
I peid for wos the stomp. Not only that, the government prints o one·
line message on the post card for free too, to the effect that "this
side of card is fo r oddress.'' .And more yet. the gove rn ment licks the
stomp on for me free too (since it's printed right on the postcard).
Now, I'll osk you, dear reeder, how long would I a~ o printer, or
any other privote enterprise businessmen, stay in business if we would
g ive commoditie s away free in such e normous quantities? We must
receive o foir return for our goods and services. or we would go out
of business.
If the postal service were hMdled by privote enterprise, whet
would hoppen to the two-cent postca rd? Two cents would be charged
for the stomp, and thot income would go into the stomp fund, which
pays for the service of hondling and delivering the postcord. The
printing of the postcord would be fiqured seperotely, Md the price
would hove to cover the cost of both the paper ond the printing. How
else could it be done?
Just by way of example, the estimate (from the printing estimate
book) on printing o thousond postcards is $10.05 for the poper, in~
end lobor, or a bout a penny a ptece. This would make the cost $30.05
for the thousand postcards, instead of $20.00. O f course, printing in
tremendous quantity greatly reduce s the cost, but there is still on
enormous loss for the govern ment in this enterpri se.
I used the word "free" in the first parag raph o f this tirade. Don't
kid yourself. It's not free at all. You folks. the tax-paying p ublic. are
footing the bill for th~s loss, and you are thereby subsidizing those
firms ond organizations wh o ore mass users of postcards.

Association. held at t~e Hotel del Coronodo. In keepin g with Cal i-
fornia tredition, it wos the biggest convention in CNP.A history. more
then 700 persons registered. It is olwoys o pleasure to meet with
other publishers, exchange ideos with them, and to listen to panel
discussipns on publishing problems. which seem to come down to
"~eeping costs down end income up"-<>r. in other words. how to
keep from going bro~e.

desk. He checked the drawer and
discovered that four collection
envelopes were missing. The of·
