Yet, from that rich yield, the County gets back from the State only a share- cropper's percentage-reportedly less than 1/58th of the total revenues. Enlightened citizens of the County have long felt that this distrid is entitled to a more equitable share of the abundance produced here. They have asked that some of the oil profits be spent to finance much-needed recreation areas, beach development, and small boat harbors in this County. But their requests have fallen on deaf ears. · Meanwhile, the County is being drained of its natural heritage of mineral resources. Faced with this relentless and systematic exploitation and diversion of the County's wealth, the Board of Supervisors in 1956 took a decisive step to halt further ravage. Citing a grant of 1919, in which the State of California had given the County title to tidelands and submerged lands, they brought suit in the Superior Court against the State and several big oil companies, seeking to assert the County's claim to its tidelands. The suit seeks to establish the County's right to control the tidelands so that the County can develop the oi1 fields in a manner that would avoid the kind of unsightly petroleum iungle that characterizes the development in the Huntington Beach area. To finance the long and costly legal battle, the County entered into a contract with the American Marine Exploration Co., Inc., for development of oil and gas in the subiect areas. As long as this contract remains in effect, the American Marine Exploration Comoony is required to pay all costs of litigation necessary to establish the County's legal title to the tide Ia nds. •' But neither the County nor its taxpayers ~ave spent one cent. Already these costs hove run into hundreds of thousands of dollars. However, powerful interests have been waging a campaign aimed at plant- ing doubt and confusion in the minds of Orange County residents. Frankly, it has been a dirty campaign. A ruthtess, well-planned program, it has included character assass~nation , and intimidation. It has included political connivance, aimed at forcing the retirement of a public official without affording him an opportunity to defend himself before on impar- tial tribunal. The obvious effect of these diversionary tactics is to delay or to prevent a fair trial of the County's case in the courts. The American Marine Exploration Co., Inc., however, is determined to aid the County in the prosecution of its case unti I iustice is obtained by due process of law. The Company is equally determined to protect property owners and the public as a whole from the kind of practices which result in a Huntington Beach type of development. .. The Company's purpose in publishing this statement is to present the facts · which directly concern the Company and the contrad which makes possible the fight to recover Orange County tidelands at no expense to the County nor to its taxpayers.
