ON JUNE 2 The ladies didn't ask me to vote at the TueSday morning meeting of the Woman's Civic League. But if they had, I would definitely have favored the City Council's collection charge for trash and garbage pick-up. And I was a b it disappointed that the lad1es did not come out decisively for it too. Miss Harriet Gould, who argued the ~ for puttmg the cost back on the tax bill, kept stressing her claim that the tax bill method is more economi- cal. I'll dispute that. The collection charge method w1ll bnng about a saving of money that will far out- weigh the $3,600 or so additional cost of paper work. Why? Because home owners dnd shop owners are handling the1r trash and garbage cans with much greater care and thus are cutting down on the city's pick-up time More about this next week. • • * • THE EN)>S DO NOT JUSTFY THE MEANS I get the impression from news stories in the big city papers, and from TV commentators, that it was qUite all nght to kick the Arechiga clan out of Cha- vez Ravine when they were "exposed" as owners of considerable real estate. In other words, individual nghts and constitutional guarantees are not quite so sacred when wealth is involved~ther people's money. of course I heard no commentator touch on the basic issue of jushee. What moral. or legal, justihcation is there m takmg away the property of any individual so that a great b1g ball team from the East can build themselves a baseball stadiUm? You say that lS not the case? The record shows that the pro perty was cor.demned back m 1951 to make way for a housing prCJect, and a so-called ' fmr" value on the Are- chiga property was set m 1953. The pubhc housmg prc)ect faded to matenahze, and in 1955 the c1ty o! Los Angeles bought the land from the Housmg Authonty. Now the Housmg Authorit y condemna- tion of the property 1s used as the basis fo r provld- mg a home fo r .the L. A. Dodgers. There shodd be no legal defense in the first pb::e for usmg the power of condemnation to pro- mc•e such soctallshc schemes as pubhc housmg New 11 1s compoundmg the evtl to use this same dangerous power for the beneht of a pnvate busi- ness that ts seekmg to get hold of some public land The fact that the L A Dodgers can bring much fmcnc1al advantage to the Southland cannot be jus!Ji1ca11on for such action. This budget prom- ic;es to ex<'t"f'd SJ.OOO.OOO. Your City Council will appreciate your taking an lnten>st In this matter anti will welcome intelligent and thoughtful criticism. The adoption of tht> budg~t ls one of the most significant things your Council does every year. After the budget Is adopted. and this must be done In the middle ot June. the City Coun<'ll will set the tax rate In the middle of August. While this In ltMif Is a very signifi cant and Important prO<'edure. II Is well to remem· ber that the tax rate, ot whkh we hear so much about, brings in only about one-third of the revenues required to operate this corporation. A lew words about the present Council Is In order at this point. The six men Aervlng with me are. without doubt. some of the most Intelligent and dedicatf'd people that Wt' have had In City govemm~nt In my exJ)t'rlent'IP here.
