However, Jt must be remembered that such planning Is an exam pie of being generous wl ttl someone else's money. It is highly ptobable that 95 per cent of the several hundred thousand people who have a taxpayer's interest In the county dock area-the county and city taxpayers-are not Interested in the sll~test in the window to the bay proposal. It i s more probable that they are Interested in realizing an income from this property for the county and city so that the tax load mi ~t be eased just a trtfl e. Dr. John Jalcosky had a pertinent and reasonable comm ent to make at Monday's meeting of the Newport Harbor Chamber di rectors: "There wi II be many win.- dows to the bay when an orderly development of the Mariners Mile waterlront takes place.11 He was talking about private enterprise development of the area-wi th high ri se buildings~t a sol id wall of steel and con- crete, but tall, slim buildings wh ich would have land- scaped open spaces between them . Marshall Duffiel d al so had a good suggestion for the directors: The county oock site is of not much val- ue for a view when cars go by at 40-50 miles an hour; so if it's vi ew that we want for the motorists, why not obtain a s ite on the bluff above the Villa Marina, where cars may pull off for a spectacular view of theocean and bay. The county dock si'te shou ld be developed commer· ci ally to produce a good finan cial retum, both for the developers and for the land owners, who in this case happen to be the taxpayers.
