I m~e my objections known, In a lonesome sort of way, because no one else seemed to be much concerned. In- deed, the sign control planners sald that the law had been asked for by the sign people themselves, and by local businesses. Later 1 came to realize that this state- ment was a. local appfi cation of the classi cal excuse given in Washington for more and more regulation!: "The pee-pul back home are demanding it." In those first discussions, I asked a certain QUestlon several tlmes, but I never got an answer. Monday I heard the question asked again -at the Newport Harbor Cham- ber director's meeting-and again no answer. The reason, of course. is that there is no valid answer. Here is the QUestion: What legal Mtd moral grounds are there for regulating signs, other than for public safety? There's · been con si derabl e shl ttering over that one, but the harsh fact remains that the controls are there In our city l aw -controls not concerned with public safety, but with the maze of other reasons why the planners want to plan our lives and deci sions and business judgment. There has been -an outcry now and then from a newly· awakened businessman who suddenly dl scovers the loss of another small bit of his property rights. The outcry dies down , the controls remain. After a respectabl e period (just li ke after a funeral>, more control s are drafted, the question mentioned above remains unan swered, some bu s1n essm en object, outcries again subsi de -becau se i t is mighty annoying to k eep crying for long -and new regulations are adopted. Mr. Ingram tS also the author of "The World Under God's L aw," whiCh sets forth the thesi s that al l ci vil law must be based on God's law to be JUSt; the altematlve is tyr- anny.
