Here are some i deas to mull over: Nothing is free. Someone has to toot the bill for all the expenses voted by our lawmakers. There comes a limit, even to the pa .. tl~ce and purse of long suffering taxpayers. When the limit Is reached, the taxpayer does have some power at his command. One is a revolt against taxes. Another is a ·revolt against the taxers . The first is already in evidence. The effect of the tax revolt is seen In the defeat of school bond issues and tax over-tides. The tax revolt can also hit at one of the civic dreams that is now in the planning stage: the Pt"o- posed new civic center-, for :Which a bond issue may have to be put up to the voters. The other remedy available tor the taxpayer and voter comes at voting time. Hopefully, the voter will be In· fluenced by his taxpayer memory on that important day. Last week when the Newport Beach City Council was atgulng over the tax rate, there was much emphasis on the nted for adequate reserves and great tnUius lasm for keeping budget Items intact. This line of ilrgumen t was presented by May or Paul Gruber and Councilmen Howard Rogers .and AI Forg lt. Their main line of 1rgument was that the projects included In the budget are sorely need- ed. Vice~ay or Doreen Marsha ll and Councilman Bob Shel· ton deserve credit for keeping the taX Increase from going over the 3\h cents that finally was voted. They obviously are aware of the fact that the tax burden is getting close to breaking the back of the taxpayer. Of course al l budget items can be stoutly defended as Important and ess ential. But ~ere is where the private enterprise lesson is needed. In my own business , I can think: of a number of items that should be included in my curr ent year's budget. 1 have taxing powe r too; I could increase advertisi ng rates , subscription prices, and printing prices about 17%, whic h is abou t th~ amount that our ci ty and county taxes are being raised just by the increase in a s sessed valuation . That 17% price ri se, in a year's t ime , would just abOut get me that badly needed third unit for my ne~s paper press. So what pre- vents me from taki ng this s tep, other than my k.i ndly na· ture? The reason is that a "tax revol t" on the part of my advertisers , s ubs cr ibers and pr inting cus tomers wo uld cut my income even mo re than the price rise woul d bring ln. This lesson in economi c rea lity applie s to gov ern men t just as s urely as to private bus iness , although it is harder to get the me ssage across to th e politicians- becaus e they a re spending somebody else's mon ey~ no t their o wn . But they had better h eed the ru mblings of protest, because the tall. revol t is at hand.
