He says that that decision should be left up to the voters. There should be no place for "king-making" behind the scenes in our local politics. The voters can figure out the situation for themselves:· whether it's "harmony" they want, or plain speaking on public issues. I say, ''Har- mony be hanged," and let the issues be thrashed out in ooen meetings, so the public can kno w what is going on. I can im agin e a number of places where harmony may be found: at a dictator's cabinet meeting , for example; or on election day in communist Russia; or "in solitary" in a prison cell. One kind of harmony I'm glad to see: Councilmen Dee Cook and AI Forgit agreeing not to heed the pleas to withdraw from the race. The request to bow out certainly was made on the basis of inadequate evidence. Paul Pal me r, Bill Banning, F red Schoepe and Ted Witme r have been named as the "har· mony seekers." I can vouch for the fact that they are in · deed rare visitors to Cou ncil meetings. I can vouch also for the fact that the so-called "personal clashes" be--- tween Mr. Forgit and Mr. Coo k tak e up a minuscule amount of Council time. That means a very tiny amount compared with th e dreary droning over many insignificant issues that appear on the Council agenda. The basic reason tor the campaign appears to be resentment at what is described as mi M'I'ity rule -a vo ting minority defeating the will of the majority. The trustees of the Newport-M esa School Uni fied District have ju st joined in this attack a9ainst the to ng- standing 2/J requi remen t. In a le{ter sent to s tate teg is- lators,the trustees called th e 2 13 ru le a "complete cont ra· diction to th e one--man, one-vote concept," wh ich has received the special atten tion o f the U.S. Supreme Court. So be it: Let us appeal to the one-fflan, one·vote con- cept, and set that bond vote percentage accordingly. "One·man's·burd en, one-man's·vote" woul d be a mo re equ itabl e way to s tate the concept, since school bonds are paid for by a tax on property. What mo ral right does a non·oroperty.awner have to imoose a tax bu rden on a property owner? If th e school bond promoters are sincere about wanting to be fa ir and equitabl e, then let onl y oro· perty owner s vo te on school bond issues, and reduce the requirement for approval to a simple majority. Or let the vo ting eli gibili ty remain as it is, and increase the re- Qui rem ent for approval to 314, That would just about make it truly one·man, one·vote, based on the re sponsibility for paying the bonds. There is an implied accusation in the eHort to reduce the 21 3 reQuirement for bond approval: nam ely , that we a re no t generous in financial support of schools. There seems to be an attempt to tag the "no" voters with a guil t complex, as though they are penny·oinch ing our tax· support ed schools.
