For those of you who are not aware of what sensitivity training means, we will start with a few questions and answers, and follow with an explanation of how It Is being Implemented Into our own school district. The name of the-game is CHANGE . , , and the game is a social phenomenon that has spread like an epidemic throughout the land, and Is c urrently raising a few eyebrows locally. Most of us are aware of the need for change in various areas of our lives, but we should also be vitally concerned as to wllo Is to be responsible for any personal c hange in us, our cllildren and loved ones. Also bear In mind, WHAT CH ANGES, and to WHOSE ADVANTAGE ' and to WHAT ENDS , Q. Wllat is this change technique and how dan it be recognized? A, It is the changing ol "learned be- havioral attitudes" away from the family attitudes. It Is seU and mutual criticism In a small group situation with a group leader. Each participant Is Instructed to reveal known anct potential short- comings, emotional conflicts and personal problems and to criticize himseU and others in the group , After 10-15 others confess their wrong doings, one Is apt to feel his own weren't so bad after all, and causing llim to accept l()'!'_er moral standards. Tile result Is realigning loyal- ti es away from family, friends and cllurcll, (CONTINUED ON PAGE Z) ... ---------•TH E OFFICI"L NEWSP ... PER OF THE CITY OF NEWPORT RE ... Oi---------.. ""' ye•. ~. ; year a, , ARVO E. HAAP.A, own~r and publisher of the Ensign • THE BAY CLUB LEASE EXTENSION If you are looking for reasons for ar- riving at a dec is ion on next Tuesday's election on extending the Balboa Bay Club lease, I refer you to item No. 2 in the 1'argument against extension," which was included with your sample ballot . This argument states: "There is little publicly-owned bayfront property in New- port Harbor and ever-increasing demand for access and windows to the Bay. The Bay Club property due to its Highway loca- tion and isolation from private residences is well suited for such use." There's the tip-off on the ultimate pur- pose of the opponents of extending the lease: They hope to cancel out the lease at the expiration date in 1998 and open up the area for public use. Taxpayers in the City of Newport Beach should make their decision next Tuesday on this issue: Do you want an eventual increase in tax rate through loss of lease revenue, plus an additional future flood of visitors cramming into our crowded city and c reating added expense? It may seem that 11.9& is too distant to worry about now, but the vote next Tues<!;ly may. well de- ciJe the issue for the future. And in the m eantime , if the lease extension is defeated, there will be an annual l oss of revenue in the lease years remaining. Here is one hard-pressed taxpaye r, facing even more burdensome taxes, who is willing t o trade that "window" to the bay for some financial relief by voting "yes" for the Balboa Bay Club lease ex- tension. • • • • IMPORTA NT READING FOR PARENTS A series of articles on our local schools, beginning in this issue of the Ensign, should be of vital inte rest and concern to all pa- rents and taxpayers. Special corres- pondents have researched the programs being introduced into ou r schools and pro- grams that are in the planning stage, and in these artic l es they are alerting the community to the nature of the material being propos ed and some already in use. The subjects to be analyzed include sen- sitivity training, curriculum on drugs and narcotics, sex education, and modular (or flexible) scheduling. Are you familiar with the curriculum and teaching techniques in our schools? Read, and see. Here is what the firm's report says about ' . SEEKING A FAIR RETURN ON CITY LAND "It 1s our opm1on that the City should seek a f*ir return on the fee value of the Balboa Bay Club land at the earliest possible date. lt 1s cnt1cat. however. to fully realize the importance of providing the opportunity lor a fair return to the Balboa Bay Club as well as the City. A bas1c renego- tiation clause prov1des a mean s of assunng a fair return to both the Balboa Bay Club and the C1ty. ln conclus1on. we recommend that the City seek a lease edenston wh1ch is equitable to both the City and the Balboa Bay Club which will allow for the full economic development procram which we believe will extend well beyond the cu"ently projected expanston procram."
