PROJ;>ERTY RIGHTS Margot Skilling of West Newport, In today' s letters to the editor column, takes Issue with the Log's defense of high rise construction in our city. The Log of two weeks ago quoted a height limit critic to the effect that low rise means high taxes, because low rise cannot generate the needed assessed valuation for a sound tax base. I believe that that is a sound economic analysis. But let me add now that the tax base or the tax rate Is not the basic reason for opposing height limit legislation. In truth, If I had my "druthers," I would prefer the "small town" atmosphere and the much smaller population of 20 years ago for both Newport Beach and Costa Mesa. But I realize also that the only way to realize such an objective would be to impose stringent controls on other peo- ple' s property. Make no mistake about It: ownership of pro;>erty Is under r elentless and continuing attack, and If this attack is not checked, our very freedom Is in jeopardy. The height limit effort Is a phase of the assault on the right to own property. It represents an effort to take away property value by legislation, without just compensation, In violation of our constitutional guarantees. I realize there is no glamor In writing about constitutional rights and property rights. It is much easier to excite public interest by fighting t o save the view and opposing; the high rise menace. But what value will there be to "our town" when the mounting burden of legislative controls throughout the nation finally produces a totalitarian regime! • • • IN HIS HEART HE KNOWS HE 'S WRONG Nixon apologists and President Nixon himself have been happily pointing out that a great majority of citizens throughout the nation favor the presidential decree for control of prices, wages and rents. That observation may well be true, but let us not forget that truth Is not decreed by majority vote. However many folks think that Presi- dent Nixon Is right In Imposing the con- trols, the cruel lesson of history Is that price fixing has never worked, but Instead has made the crisis worse and has delayed the ultimate solution. Our nation has operated for almost 2 00 years as a constitutional republlc as a nation governed by laws and not by whim of an Individual. Joeeph had above--average intelligence, but when he was about seventeen yean of age aome- thing happened to him: he found God for him- self. Joseph ·had• an experience with God that transformed and changed his life. Many of my readers are between the ages of 16 and 20. You are at the age of commitment. You are trying to decide in your life about sex, marriage, vocation, religion; all of those deci- sions are usually made before the age of 23. So the years from about 17 to 23 are the most im- portant years of our lives. What are you going to do about Christ 1 What we do about Chriet - what we are going to do about eternity-may be decided in that period. Joseph made his decision : to put God first, to serve God; and God honored him. But the mO- ment he made hi!!l decision he was faced with oppoeitiqn. The moment you make your decision for J esus Christ, the world, the fte sh and the ·devil declare war on yoU. It is not easy to follow Chris t . Enemies come immediately within your soul to try to trip you up and tempt you and get you off the track. That's the reason it is 80 im- portant to read the Scriptures every day, to spend time in prayer, to witn~ss for Christ , and to fellowship with othe r believers. I am glad that ac'\'oss North America prayer groups a nd Bible stUdy groups are springing up where people can have fellowship with other Christians. Joseph had opposition. His brothers opposed him, they laughed at him, they called him a dreamer. And you are going to have opposition when you come to Christ. Joseph was tried and tempted from every direction. There wa11 the trial of envy and hate. His brothers decided t o kill him. but Reuben. the eldest brother. inter- vened. So instead of killing him t hey threw him into a pit, and then they sold him to a caravan of Ishrnaelites on the way to Egypt. Joseph be- carne a slave. The Bible says all of us are slaves to sin/Peo- ple are yelling, "Freedom, freedom now, we want freedom!" You a re not free unless you come to Jesus Christ. The only free people in the world a re those in C hrist. "Ydu will know the truth, and the truth will make you free." Christ is the Truth. You can't be free without him. There is no s uch thing in this world as total freedom apart from God. J oseph became a slave down in Egypt, but he resolved to become the best and the most useful slave in the whole land. The Bible says that God blessed Egypt for Joseph's sake. I believe God blesses many a nation because of a minority in it who know and love the Lord 'Jesus Christ. Isaiah the prophet said, "Except '"th'e Lord of hosts had left unto us a very small remnant, we ehould have been a! Sodom. and • ... Gomorrah." In other word!, judgment would already have fallen upon the nation of brMi had it not been fo r those who remained faithful. God's people become the salt and the light that pre~erve society. Joseph survived the attack of adversity. He wa~ a slave in Potiphar's house, owned com- pletely by Potiphar, the captain of Pharaoh's guard. Think of it, the son of a wealthy rancher. now a slave of an army captain! But Joseph wa~ true to the God of his fathers. There was the test of temptation. Now, temp- tation is not a sin. Sin is yielding to the temp- tation. Everybody is tempted every single day by the devil. What happen~ in our lives depends on who wins the battle of temptation. Tempted to take dope. yes. you will be. rr you are going to t ry to live for Christ, the devil is going to see that some of it is brought across you r path. We have t remendous sex urges within us, and the stimulation coming from the society in which we live. You will be tempted in this area, and you will be tempted beyond that which you can bear-unless Christ is in your heart. But if 'Yo u meant evil against me; but God mea nt it for good' C hrist is in your heart. he will give you power tn resist the temptation. You say, "But I have already yielded to the temptation. What am I going to do?" Give your life to Christ and Jet his blood cleanse you from sin and give you new power to say "no" to t he tempter tomorrow. If you don't, the Scripture says, "Be sure your sin will find you out." The odds were great against Joseph. He was a full-blooded young man. Pot iphar's wife saw t hat J oseph was handMme. Here he was, about twenty years of age, in her home as a slave. Her hus band traveled a great deal in military mat- ters, so s he tempted J oseph. Joseph had the courage to ~y "no" even though he was far from home and nobody would ever have known. His des ire was strong, but Joseph had made a commitment to God at the age of 17. He decided to keep it all h is life, no matter what happened : and God honored him and blessed him. When Potiphar's wife reached up and grabbed his coat and tried to ,.cet him in bed with he r, J oseph made this great Atatement that helped to change the history of the world : "How can I do this great wickedneM and 11fn againet Cod?'' I want to say to you, young man or you.na woman, when you say "no" to the devil, God ie watching, and God is going to promote you. Every time you say "no" to the devil, God ie going to pay you back a thouundfold. God wu watching Joseph. He didn't have his picture on television, his name wasn•t in the bright Hahts, he was just a prisoner in Pharaoh's prison, but God had not forgotten him. One day when Pharaoh had dreamed a dream that he couldn't interpret. he heard that Joseph could interpret dreams, and he sent for him. Joseph came before Pharaoh and interpreted the dream, and Pharaoh said, "Put the finest robes on him." And he took off his own ring and put it on Joseph's hand. Pharaoh took off his own jeweled chain a nd put it around Joseph's neck. He said, "Bring my chariots; from now on JO- seph will ride in the seeond chariot." And Pha. raoh made him prime minister of Egypt, to be responsible for storing food for the famine pre- dicted in Pharaoh's dream. When the famine came to Israel and there seemed to be no way for Jacob's family to sur· vive, the sons came to Egypt for corn and wheat, and who s hould be there but Joseph! In the midst of prosperity, J oseph remained true and firm. There are a lot of people who depend upon the Lo rd w hen things are going badly. But when things a re going well, they often forget him. J oseph served God as a slave, he served God in prison, and he served God in prosperity. He served God all the way till the end of his days. No wonder that God honors him with chapter af- ter chapter in the Scriptures! Then the mystery of God's plan for his life was at last made plain. Sometimes life doesn't make sense at all, but let me tell you, if you are in Jesus Christ, God is wor.king out a plan. Everything counts. Joseph's brothers came, and he said to them , "You meant evil against me [when you sold me into slavery], but God meant it for good." Thanks be to God! We're worl!lng to bring you bolh. canma I. • Ia • It depends on what you know about nuclear power plants. In Southern California, the need for electricity has more than doubled in the last ten years. As the population increases, the need for electricity will continue to grow. To meet this growing public need, Edison must build additional generating plants now. Otherwise a power shortage could occur by 1976. One of the ways we plan to supply more power is by co nstructing additional nuclear power units at the San Onofre Nuclear Generating Station near San Clemente. But some people oppose construction of these units. One of their concerns is radiation. Actually, natural background radiation is everywhere and always has been. It comes from the food you eat, the air you breathe, the materials used to build your home. The San Onofre nuclear plant is a source of some radiation, too. The question is, how much? The answer: so little that an elaborate monitoring program of the land, air and offshore waters near San Onofre has established that the amount ia insignificant compared with natural background radiation. Far leu, for example, than the additional amount received by moving from a wood to a stone or concrete home or apartment house. Another concern may be the warm water released by nuclear power plants. At San Onofre, sea water is used to cool the plant condensers, and then the warmed water is returned to the sea. To determine whether this harms the marine environment, Edison commissioned an oceanographic company of national stature to monitor the offshore waters both before and after the plant waa built. Monitoring began in mid-1963 -four-and-a-half years before the plant commenced commercial operation-and has continued ever since. Result : twenty-one reports reveal no significant changes in the marine environment. And that includes three years of plant operation. In addition, the California State Department of Fish and Game made its own study of the same marine area in 1969. The Department concluded that the nuclear unit's operation did not appear to have had an adverse effect on the near-shore marine environment. Based on these and other facts, we believe nuclear plants are a safe and sensible way to generate electricity. Clean, too. Since there's no combustion in a nuclear reactor, no by-products of combustion are released into the atmosphere. At Ediaon, we plan to rely more and more on nuclear power to meet the ,rowing need for eleetricity in the l<l<e>unty area we eerve.
