Here are ideas they should consider: * TAX RATE for the city should not be set unless a full seven- member City Council is present. Every Council member should have the guts to face up to this important task and explain why tax rates can't be lowered in prosperous years. * CAMPAIGN BILLS should be paid and campaign signs should be torn down before an elected councilman can take his seat . * UNOPPOSED CANDIDATES shouldn't run without competition. If nobody else files in the candidate's district, the seat should be opened up to the entire town so somebody can offer opposition. * CITY MANAGER'S SALARY should come under closer Council control. Present policy is for the manager to get 15 per cent more than his highest paid subordinate. Who sets the salaries of the city manager's subordinates? The city manager. So, he has indirect power over his own salary. * COUNCILMEN who miss a meeting should forfeit half a month's expense pay. This should cut down absenteeism. * EXPIRATION of Council terms should be simultaneous, in- stead of having three members elected one year and four another. Voters should be able to clean house. * PARKS AND RECREATION DEPARTMENT should be placed under the General Services Department, to cut down the size of the local bureaucracy and increase efficiency. * CAMPAIGN EXPENSE LIMITS should take into consideration the value of support or opposition from a powerful newspaper.
