MONEY MADNESS Our city manager in Newport Beach has come up with a 10- year plan that calls for spending a lot more money than the city will take in. Instead of trimming tlie budget down, he has taken the easy way out and asked the City Council to do it for him. What are we paying this guy $35,000 a year for? Instead of handling this outlandish ·budget to the Council and telling them to cut it or raise taxes, he should bring in a realistic budget that would allow the city to live within its means. Isn't that what you and I do when we figure out a family or business budget? Well, here ar.e a few suggestions for the city manager and the Council on how they can trim some fat from this blubbery budget : First of all, tell the police chief to pay for those 9 extra police- men he wants by getting rid of his expensive helicopter toy. Sure, we know he jumps at every chance to publicize the copter when it does something good. Every year, he has the copter included in the special valor awards program. Sure, the helicopter oc- casionally happens to be at exactly the right place at the right time and aids in preventing a crime, saving a life, or catching a crook. So would those 9 extra men he needs. And they'd prob- ably do a heck of a lot more good than the noisy whirlybird. Another way to help bring that lopsided budget back toward some kind of a balance would be to forget about throwing the Marinapark mobilehome residents out of town. Let them stay and pay us $150,000 a year in rent, instead of wiping out that income and spehding a bundle to build tennis courts where they live.
