it isn't "hot war" it's "cold

sion between different nations and
ideologies, between East and West,
between capital and labor, between
black and white. Our homes are no
refuge, for even there so often there
is strife between husband a nd wife,

promised return of Jesus Christ to

FREEWAY FOLLIES
Once upon a time, in 1952, there was a freeway route that
Newport Beach liked, It ran along 16th St., the so-called "in-
land route" for the Pacific Coast Freeway. The county liked
the idea, the Irvine Co. offered to pay for a bridge across the
bay at 16th, so the freeway could lead shoppers to what is now
Fashion Island. Costa Mesa wasn't even incorporated at the
time, so it looked like a cinch we would get that inland freeway ,
Then, things started happening, Walter Burroughs, publisher
of the Costa Mesa paper, had a shopping center on 17th St. and
a home near the 16th St. route. He . was against it. He wanted
the "coastal" route, generally following Coast Hwy., to be adopted
for the freeway. OurNewport publisher at that time, Ben Reddick,
was against the coastal route, because he didn't want to see ·
his town split in half by an 85-ft.-high ribbon of concrete.
Dennis Carpenter, now your state senator, was Mr. Burroughs'
attorney.
Suddenly, in 1953, under some very curious circumstances,
Costa Mesa was incorporated. Costa Mesa, Burroughs, Carpen-
ter, and company succeeded in killing the 16th St . route,
So, old Ben Reddick put his main-eventer, Councilman Al
Forgit, into the ring to knock out the coastal route , This was
in 1964. Paul Gruber, by unanimous Council vote, became the
Council's watch dog on the fight. Peg Forgit answered phones,
wrote letters, booked flights to Sacramento for husband Al, and
generally handled the paperwork.
There followed 8 years of hard infighting. Newport probably
would have lost, if some of the boys up north hadn't decided to
take out big chunks of the Pacific Coast route up there, Don't
for get, a l ocal vote, overwhelming though it was against free-
ways, does not determine where the state will build.
Don't confuse this early freeway fight with the later "Harbor
Freeway Fighters," who simply fought the Council and con-
vinced them to put the thing to a vote. The vote was nothing
but a popularity contest. It carried no legal weight, except to
keep the Council from signing freeway agreements without the
vote of the people. The state still has the last word on where
freeways will go. And nob ody now on the City Council took part
in that first real freeway fight.
Wonder what would happen if the Irvine Co. suddenly renewed
that offer to build a 16th St. bridge ? If a 16th S,t. route went to
a vote of the people, what would happen ? Very interesting thought.
Incidentally, who is keeping the people from voting on that
proposed "expressway" through Corona del Mar's 5th Ave .
