I KELLY-'S VOTE BY D~ST-RICT We're kidding ourselves, We talk about a city made up of separate communities, Then, we elect all our City Councilmen by citywide vote, .That way, the Councilman. doesn't have to give a damn about the district he's supposed to represent, Doesn't even have to win the votes in his own part of town, Ridiculous, We talk about keeping people from buying elections, But, instead of electing our Councilmen by districts, so that they can run a small low-budget campaign, we force them to seek out 35,000 voters and bombard them with ads and letters, U we ran by district only, each Councilman would have an average of about 5,000 voters to appeal to, We could lower the campaign spending limit to 5~ or · I~ per registered voter within districts, Anybody who is civic-minded enough to want to run would be able to afford it, It Is hypocritical to talk about keeping people from buying elections, while at the same time we force them to run citywide, and the big-money interests end up buying the election for the candidates that they want to win, A Councilman should have a constituency and be responsible to that con· stituency, Corona del Mar, the Peninsula, the Upper Bay--all of these neigh- borhoods have their own Interests and problems, and should be properly repre- sented at City Hall, I have people coming in the store every day complalning that they have no representation at city hall, This is a sad state of affairs for our city, They mention such things as the Lido and American Legion leases, the tight controls placed on old-time property owners, They wonder why no action is taken on these important matters, These are things that affect them per- sonally, They need a voice at city halL So do the residents of other commun- ities in town, Paul Ryckoff sticks up for Balboa Island pretty well, but most of our neighborhoods have problems that are going unsolved, West Newport, for example, needs a park and some beach_restrooms, . . _ _ And how can a Councilman spend $400,000 for a huge parking Jot on Balboa Peninsula, then another $8,000 for a sign to tell people it's full, when it isn't full? And in the next breath, the same Councilman says we've got to do some- thing about traffic on the Peninsula, Our Councilmen keep telling us we have professionals ruiUling the city, They look awfully amateurish sometimes, What runs this town is money, You've heard that "money talks," Well, here it screams, Elections are won by simple arithmetic, The more money, the bigger the campaign, and the bigger the campaign, the more votes you get, A 5th grader who knows his math could run this town, All he would need is a rich uncle -· or a couple of rich developers, Let's stop kidding ourselves, Our town's character is changing, People are looking out for their own Interests and their own little communities, We've got to change with it, and a good way to start is to go to the system of voting by districts, Otherwise, the demagogues will continue to run things, They will talk about how they "beat the freeway," The freeway was stopped by the state legisla- ture, Freeways are state roads and, regardless of the vote of one little town along the route, the state will build freeways where it wants to, The emotional freeway issue in thls town keeps getting votes for the demagogues, They'll still be running on the freeway in 1990, although they didn't have a darn thing to do with killing it, Let's change things, Let's get down to city hall and watch these Council meetings and raise the devil untll our "leaders" listen to the people, It would help if they elected Lucille Kuehn to be mayor, * • • • You can do something about BEAUTIFYING your part of town, Stop by the store and look at our great selection of Colony Paints and other home beauty aids, AI Forgit P, S, Wonder if the 26,000 who didn't vote wish they would have gone to the polls and elected somebody who knows what a budget is?
