Where do our planners presume to get
the legal authority to legislate good looks?
What possible legal groundS for aesthetic
le~is lation are being clalm-.d by these
"experts" --not one of whom is engaged
in a retail business where adequate signing
is so important!
Ther e has been no public demand for
new sig n controls. II has been quite a task
just t o pin down someone who claimed
r e sponsibility for initiating this new
harassment of business owners. Finally
planning commissioner Bill Agee comes
forth with the remark: "I'll be happy to
take the blame for coming up with the
ide a of a new sign law." Mr. Agee at
least deserves some credit for this revela·
tion, although his candid confession does
not exactly rate with George Washington's
.,.1 did it with my little hatchet." George,
afte r all, was expressing an apology for
a misdeed, while Bill was boasting of his
part in adding another link or two to the
e hoins of total control.
That is the real issue: control versus
fr eedom. The planning experts scoff at
this point of view. After all, this Is just
an innocuous little sign ordinance, they
s a v soothingly. But that is how govern·
me nt gains power --a 11harmless" little
law today , auother tomorrow, another one
ne xt week, each one taking away a little
m ore of our right t o run our own business.
There are stages of government control,
diffe ring only In degree: fascism, which
allows private ownership but exercises
s trict control over business and industry;
socialism, which calls for government
ownership of the basic means of produc·
tion and distribution; communism, which
is total government ownership and con·
trol. I discussed these philosophies in a
phone conversation with planning com·
missioner Jackie Heather, and asked her
how her advocacy of more controls over
business differed from fascism, except
in degree. She was not able to give a
satisfactory answer; all she could do was
t o retort that I apparently do not want
any laws affecting business, and that I
was therefore promoting anarchy. It Is
hardly necessary to point out that the
a lte rnative to more controls is not
anarchy. We have plenty of laws already
on the books. We who are opposing this
new sign ordinance are fighting the enact-
m ent of yet more restrictions, because
each new law Is another little step to,.,ard
total control.
The rising tide of opposition is pro-
ducing results. The enactment of the new
sign law has been stalled. Last week's
hearing before the Planning CommllUrloo
brought forth new protem. Hardly a

Remember when you used to hold up one or 2 tlngers In school when you wanted
to go to the bathroo m? Well, life Is a lot more complicated nowadays. You have
to go before 12 well-educated-ladles and gentlemen, known as the Coastal Com-
mission.
If you don't be lieve me, go ask the elderly ladles who use the Senior Citizens
Center on 15th St. In Newport Heights. They wanted to add 3 more potties to
their bathroom. Figured they would check with City Hall to see If they needed
any kind of permit. They found out City Hall couldn't even talk to them until
they got a permit from the Coastal Commission In Long Beach.
Now, we know that the people of California, In their great wisdom, created
these Coastal Commissions to keep the beaches open to the public. But what
has that got to do with potties on 15th St.? Do es the Commission's control over
tidelands In clude the coming and going of the tide In your commode every time
you flush? U you wanted to add just one potty, would they still have to okay It?
How about a new toilet tissue dispenser? Or a new roll of paper? Ma ybe someday
those pretty designs on toilet paper will give way to an officia l permit signed
by thOse 12 potty planners and stamped right on the paper.
Well, folks, this Is what we get when we ask for government by petition. When
·voters read all of thOse propositions and vote In new laws, do you think they
really read and understand what they're voting for? No. They hear somebody
say "vote yes, If you want to swim at the beach," and they vote yes.
And they end ~ having to ask 12 people for permission to go to the toilet.
Our governments on the local, state and national levels are leaderless. That's
why we are letting the petition gatherers run our lives. The politicians are
gutless.
But, by golly, we DO have one politician around bere who fits right Into the
s c heme of things. Right bere In Newport, we have a state Assemblyman whO Is
the world's champ at standing on potties. Maybe he could test all of the new
potties In town for the Coastal Commission by standing on them.
And, If the elderly ladles can't get new potties on 15th St., maybe .we could
use all of that space that was added onto City Hall for !be Pollee Dept., and which
Is now vacant since the pollee. moved ~ on the hill wltb Uncle Irvine. Maybe
that's wby our city fathers added that second floor. They knew that, someday,
we would need extra potty IPtlte. They could reactivate the Harbor Hopper bus,
re-name It the Potty Hopper, and haul people to tbe City Hall potty. All of thOse
folks out In West Newport, which the Mayor has put off-limits for potties, could
ride tbe Potty Hopper, too.
