HIKED BY 400%
Mooring fees will jump
400 per cut nell January
for owners of boats moored
in Newport Bay's public
waters.
A permit system olalyed
Monday by the Newport
Beach City Council estab-
lishes a fee of $6 per foot
for annual boat moorlog per-
mits. The present rate of
$l.ZO per foot caused a state
auditor last year to comment
that the city may be break-
ing tbe law by charging so
little.

as first flnisher in a near-record time of 15 hours
and 15 minutes. The big race attracted 577 entries,

the 125-mUe nan. Local winners included ''Zapata 0"
of Newport Harbor Yacht Club, wbJch was the first

Ragtime, a 62-n. sloop
out ot Long Beach, got to
Ensenada before the wlnds
died down last weekend, and
took 4 trophies tn the 28th
annual Newport-Ensenada
lnternatlonal yacht race.
The sloop, s~red by
Btll White and Blll Pasquini
of the Long Beach Yacht
Club, was first across the
finish line, end1Dr the 125-
mlle run ln 15 hours and
15 minutes. Ragtime won
trophies for first to flnish.

started the dash for En-
senada. Strong wlnds, which
made the start hatry, also
promised a near -record
time for the run, but the
winds died Sunday morning,
leaving some of the strag-
glers becalmed. The last
boats nntshed ).1st after mid-
night Sunday, Because the
race now ends when week-
end c rowds lllve left En-
senada, the MeXican town
was reported to be relatively
calm and quiet when the
yac htsmen arrived.

Foriner Congressman John G. Schmitz
Is making no specific armouncenient -
yet ~ but he's definitely Interested In
1976 as a political campaign year. He
is not a candidate for any office right
now, he told a gathering at the Friends
of the American Oplnioo Bookstore last
Friday, but he wouldn't cry "halt" If
someone were to organize a "Draft
Schmitz for Congress committee."
That would be a "natural" -a crusade
for vindication at the polls -In a race
against Andrew Hinshaw, the man who
narrowly defeated him in 1972. Andy
Is having plenty of problems at the
miXIlent, and might not be around for
the 1976 primary, but, In any event,
there's a good target for Schmitz to
take aim at for next year.
In the meantime, John Schmitz is
collecting material for a book, In be-
tween his duties as Instructor at Santa
Ana College and as chairman of the
Orange County unit of the California
Republican Assembly. The theme of
the book is the left wing bias of the
natioo's major news media --the big

INLANDER
Well, the annual migration of the cross-legged Inlander Is about to begin. I'm
sure all of you have observed this species. Each summer, he flocks to the seaside
In great numbers. A strange characteristic of this bird Is that he Isn't cross-
legged untu he gets here. The reason for that Is that, Ill his home nesting grounds
and along the route of bls migration, be Is able to occasionally roost on a Util e
nest known to lnlanders as a • 'potty.'' Now, when he gets to the coast, he find s
no such temporary nesting places, and be reacts by crossing his legs, gritting
his teeth and maldng strange whimpering sounds. Sometimes, be even tries to
speak. Things like ''where is U?" and ''there must be one somewhere," or
"can I use your store's little room, eveo if I don't buy anything?'' The inlander
will act this way unW darkness falls, then be wlll beglll roosting In the sand,
somewhere between the santa Ana River and Newport Pier. Next day, the natives
and newly-arrived flocks of Inlanders can see and smell evidence of the roosting,
Once lD awblle, there seems to be some hope for the plight of the cross-legged
llllander. Some bird-watchers (I've heard them called other names, too) up at
the county health deportment visit the temporary nesting grounds here and Insist
that the city put some loltets on the beach. They threaten, cajole and talk to the
press. But, alas, they do nothing, and the Inlander remains cross-legged.
Our local politicians awarently do not know about the use of the potty, Maybe
that elq)lallls why they are accused of being 11111 off'?%ol. However, It's rumored
that a local state assembl}'IIWI bu been seen at least trying to emulate the roosting
habit of the cross-legged Inlander. But, somebody forgot 1o tell blm to stt, Instead
of s1aodlng.
Now, I know we caD't atford to build toilets, bul maybe that new ~1 mllllon
tennis center we're cuing to build could have a couple of potties. Or, at least,
ask the t811111s players to IMYe a few empty boll cans laying around.
