When our founding fathers established
our constitutional republic, they did not
expect government t o be cooducted by
p~ulartty polls. The City of Costa M·esa,
however, thinks it's a good idea, and
so, apparently, does the City of New-
port Beach.
Costa Mesa has already c onducted
its opinion poll, carried out by ''experts"
at coosiderable expense, and now the
Newport Beach City Council is coo-
sidering the same project.
That's surrender of responsibility by
our elected Council members t o the
whim of public sentiment. The name
of that game is '1democracy ," which
is rule by so-called public optntoo.

The City Council runs grave risks
In conducting opinion polls. I could think
of some questions that might be In-
cluded, and the Coun cil may discover,
as a recent Harris poll revealed, that
the public gives a higher c onfidence
rating to garbage m en than to sane
professionals, and t hat might Inc lude
politicians. And what would our Council
do if the voice of the people, speaking
through the p opularity poll, would rate
the Council as worthy of being turned
out of offic e --especially for going for
such an unnecessary and extravagant
scheme In this critical time of financial
and Inflation troubles.
Council members should accept the
respoosibllity for which they were
elected, and let the p opularity and oplnioo
testing come at election time. • • •

The effort failed. Mean-

A larae percentage of the people of the world wake up every morn -ing with some kind of ache or pain.
If you are one of the many victi ms With some infirmity of the flesh,
perhaps you will ae:ree with the little chorus wh1ch says: "Heaven
1S better than this."
The Scriptures tell us that "the
whole creation groaneth and trav-aileth in pain together until now"
(Rom. 8:22). Note the expression: "the whole creat1on." This takes In the whole world : no one is e .. ·
eluded. Indeed. the very next verse goes on to say to Christian be·
liever.;: "And not only they. but ourselves also ... groan ... wait-
Ing for ... the redempt ion of our body."
No doubt many of us feel like
crying out with the Psalmist David:
"Turn Thou unto me, and have mercy upon me; for I am desolate and affl icted." "look upon mine
affl1ction and my pain " (Psa. 25:16.
18).
However. in spite of all the sor· row. troubl,. 11nd oain which the
child of God must endure. he Is
assured by the Apostle Paul that: " ... our LIGHT atfllcllon, which is but for a MOMENT [compara·
tivelyl. worketh for us A FAR MOR£ EXCEEDING AND ETERNAL
WEIGHT OF GLORY" (II Cor. 4 :17). When we go to be with the Lord
we will no longer be living in "this earthly tabernacle." but will have
"a building of God , an /louse not made with hands, eternal in the
heavens" (11 Cor. 5:1). Paul even adds that as Christiens we earnestly
desire "to be clothed upon with
our house [our naw body) which Is from heaven" (II Cor. 5:2).
Finally. St. Paul declares that "to
depart and to be with Christ ...

A. The nature of
Jephthah's vow has been
much mi s unders tood . In
Judges 11 :30.31 Jephthah,
on the eve of his decisive con~
flict with powerful Ammonite
invaders, made a solemn
promise to God that if he
would grant victory over the
foe, then whoever would come
forth from the doors of his
home to meet him would be-
come the property of the
Lord, "and I will offer h im up
for a burnt offering."
Obviously it was some hu-
man being who was to be in~
volved, someone from Jeph~
thah's household establish·
ment or some member of his
family, and one who would
care enough about Jephthah
·personally to become the first
to greet him. The Hebrew
text thus excludes the possi-
bility of any animal serving
as a candidate for this burnt
offering; it was intended
from the outset to be a human
being.
Had it been a beast there
would of course have been no
problem about sacrifk:ing it
upon the altar as a blood of-
fering (which tbe Hebrew
word for burnt offering,
'Ol4h, nonnally Implied). But
in this special ease, since it
wu to be a human member of
the household who would be
the lira\ to greet Jephthah, it

An awful lot of pennies, nickles and dimes have been shoved into Newport's parking
meters since we established the off-street parking !lind a few years back.
The fUnd was established for the purpose of buying up some property to build
parking lots, so people who work and shop in our town would bave a place to park,
along with all or the summer visitors. The meters are stUI working, but whatever
became of the parking fUnd?
OUr Newport Chamber or Commerce was supposed to be a sort of a watchdog over
this thing. Old the dog go to sleep? Like so many other things the Chamber of Commerce
gets lnvolved ln, we have been left wondering what's going oo.
City Hall says there's about $300,000 in the fund now, but I don't see them buying
any oft-street parking. Meanwhlle, such properties as the old LeValley's Market
keep coming on the real estate market, Also, we have the end of 32nd Street, which
just sits there walling for some logical use,
Now, our mayor talks about using the parking !lind to Onance that park out in West
Newport. I don't believe the money was Intend...; for that purpose when !got the Council
to establish the !ulld, Somehow, we can find city llmds to get a parking lot for Don
Koll's seagulls, but the people who are employed by Newport's businesses In the old
sections are stlllleft with oo place to park.
Maybe an audit of the parking !lind Is due. Also, the City CouncU bas an oft-street
parking committee that sbould be oolng Its job, Why don't tbey teU us what plans they
have for tho !lind and what parking arotls they plan to apeo up wltb It? Tbls Is the
public's money they are sitting on, and I think we have a rltlbl to liDow what they e>pect
to batch.
There are some folks in town who would Uke to see trw city buy the Pussycat
Theatre. Well, we need some oft-street parking, .a 11hY not buy the property, tum
