That law called for an off street parking formula of one space per 250 sq. ft. of building for all new construction, also oo remodeling in excess of 25% of value in any one year, and on re- placement of a building destroyed more than 90J,. destruction occurred, and limiting the building to the area that existed before the catastrophe. A key point in that 1969 fight with Cit;; Hall was the right to restore that which was destroyed by catastrophe, without facing new restrictions Imposed by the city. The city objective in 1969 was more off-street parking. Now It Is the widening of Coast Hwy. Both are ccmmendable goals, but noble ends do not justify blackmail means. I' ROM "CH.IITIAM a lACON," COLLINGSWOOD, M, J.' IJ HE haJlna of the woman wilh on illue of blood io recorded ln Mark 5:25·34 ond In poralleb, Matthew 9 :20·22; Luke 8:43-<8. '"This incident is marked out amona our Lord's healinJI by lheae two pecu.lilriUes: It wu a minde within a mincle; and it was a cure obtained without a word spoken beforehand. AU three SynoptlJts concur in.recordlna thia e¥ent episodically in the heart of another tranucUon -the Raisin& of the Daughter of Jairus; and the two (Mark ·aod I.JJkeJ whose notes of time are clearest place the combined occurrence in immediate consecution to the return (of Jesus) from Gadara. The people had recogni5ed His returning ~l. and lining the shore near Cape:rnaum, were wa.ilins for Him, artd received Him &Jadly. "No sooner hu He set foot on land, ttlan He il called to go on an errand of mercy, and fmda another mercHul work to do on the r011d. The power of Jesus not only flows out, but overflows and dispenle$ blnstngs by the way. The crumbs that fall from HiJ Table are better than the feans of other masters. It wu also a healin& granted wi.thout any preftous conytrsation. In thiJ it wu exceptional He [Jesus] usually talked with lhe patiCnt or with those i.nteretted in the case before He wrought th!t. curt. In these colloquies we haye found varied and fruitful .illuatrahom of the nature, origin, and growth of faith. This story, u much as any, ilh.&stratn faith, though it does so in a fresh and original way. The faith of this woman was so fearless, prompt, and resolute, that without question or explanation, before a word h.ad been spoken, she believes, resolves, acts. She hu snatched the blessing, and is only not permitted to steal it. For He (Jesus) would not let her go until He had obtained a confession of her faith and an accouAi of .her cure from her owt1 lips.. Thus, though the conversation wu not held till the cure had been wrought, the exception confirmed the ruJe on which He acted, that, apart from faith, and the acknowledgment of faith. there could be no blessing" (cf. John La..idlaw , The Miracln of Our Lord, 1890, pp. 229, 230). The outline of the present )t$$0n, which ts entitled '"The Touch of Faith," is u follows: I . The Healin& of the Woman With a Hemorrttaae (Mark S:J0..34) 1M: Womu Wilh an bwe of Blood In Mark S:2S·29 we read : "And a certain woman, which h.ad an iuue of blood twelve yean, and had ll.lfTered many thinp of many physicians, and had spent all that she had, and was notltina bettered, but rather grew worse, when lhe had heard of Jesus , came in the prc:a (crowd) behind, and touched his garment. For lhe u.id, If I may touch but his clothes, I lhall be whole. And straightwty the fountain of her blood wu dried up; and sht felt in her body that !he wu healed of tMt plague." Vent~ 2S-29 deteribe the woman with an Wue of blood who wu in • hopelea condition. ''She wu a poor, wtak woman, pale, worn, and wuted from the dr.~ining effect upon her of an inner maJady of tweln Yean' standina;. which no physician QOUld twe·, thouth she had 'spent all her Uvin&' on medica.l advice . Th.iJ is an intereltin& vene, in that it shaWl that the Lord wu consciout of the now of healing power from Himxlf to the lick individual; it may have been that IUCh healinp cost Him much spiritual enef1Y, for we read of Him bein& wearied, and escapins from such thlnp for times of recUpeJation and· prayer (Matt. 14:13, etc.). But in apostolic healinp there iJ no hint of any such cost to the healer (Acts 3:7, etc.). Ptrhaps M may see the key where Matthew saw it, in the apphcatlon of Isaiah S3:4 to the Lord's healilll mirtiJtry : 'Himself took our inftrmitie:s, and bare our dcknesst~' (Mau. 8: 17). But the Lord quietly ignored them in both cases: for here at lust, the me:anins of His question was once apparent to one hearer, the woman herself (33). It w~ not enou&h to believe in the heart: the woman must 11 weU confess with the mouth (Rom. I 0:9). She must confea in front of all men her prior need of healing, and then the glad fact of her salvation. That it was a costly confession we can teU from her /Nritw Vtd rremblirw (33). A coal mine or textile mill, for example, may own every square foot of property and every building. There Is no city government, because one Is not needed. The company takes care of street~ the sewer, water, telephone, garbage collection, etc. Even hires a coople of cops and gets them deputized by the county sherltf. Everybody In town works either for the company or for a small business that leases a building from the company, The company has a vested Interest In keeping eve_rybody In town happy, because they are their employees. Houses rent for almost nothing, and there are 110 city lues. Some of these places lre more than )lsi factory villages. The city of Kannapolis, N.C., for example, Is a modem town of about 45,000. For yatrs, II has operated as an unincorporated city belooglng to the Cannon towel people. One of the biggest reasoos for the strong competltloo we are getting from Japanese companies Is that some of the big outllts there takA! a cradle-to-grave paternalistic attitude toward their employees. "One big happy family" Is the way Japanese com- panles and employees relate to each other. Of course, you know what I'm leacllog up to.
