We even pot It right In the ell)' charter and took tbe freeway power away from City Hall. The people here also voted overwhelmingly against buUdlng a civic center In New- port Center. But, they didn't put that ooe In the charter, so the City Council can go ahead aDd buUd a civic center, piece by piece, right up there In Newport Center wt1ere "" told them not lo.
