Last week's Log on Newport's dilemma
over HUD financing of a senior citizens
center ended with the following comment:
11There is only one way to get out of
this fix. That is to get out of this
federal funding trap, and go it on our
own. Do you suppose our CoWlcil will
take the right course?"
Such a possibility was indeed dis-
cussed at the Council meeting last week,
and a decision on a H UD demand for
compliance with its rules and restric-
tions was delayed.

from drowning in the tamUy
swimming pool at 720Center
St., Costa Mesa. at6:55p.m.

Michael A. Eggerbecht,
rescued by his grandmother,
PaulLDe Valles, was reported
mid-week in guarded but Im-
proved condition In Child-
ren's Hospital of Orange
County in Orange.
The family 1og was fran-
tically running in circles and
knocldng against the sUdlng
glass rear door, police said.
The grandmother went to the
rear of the residence and
saw the boy lying face down
1n the partially drained
swimming pool, which con-
tained from 2 to 3 feet of
stagnant water. She ran to
the deep end of the pool and
took toe boy to the dry eod.
She observed his Qesb was
blue and he was not bretUl-
ing. She attempted mouth
to mouth resuscttatloo while
her granddaughter, Laura
Mae Eggerbrecht, 17. called
pollee.
Costa Mesa paramedics
arrived and adm1n1stered
cardiac pulmonary resusci-
tation. The chlld was taken
by ambulance to Hoag bos-
pital. He was breathl.Dg on
his own without a respirator
but It was unlcDown ll he
had suffered any braln dam-
age, pollee sald. He was
transferred to Cblldreo's
Hospital. His parents were
on vacation In Uexioo and
could DOt be reached.
Tbe gnndmotber said the
child had eaten dlnner at
5:30 p.m. and was sent to
bed at 6 p.m. Both she and
her ~randdaugbter felt the

Now is the time for othe r local s e r vice

forth with fund raising projects to finance
the proposed seniors cente r in Co r ona
del Mar. It could be a joint effort of
several clubs and all that extra
effort will be needed if the HUD grants
have to be repl!id. There, indeed, is
the way to get out of th<i HtJD fwuling fix.
A recent news' 'Item from Washington
might also help in· the :lecision making :
"The shrinking value of federal r evenue
sharing dollars is likely t o for ce either
an increase in state and local taxes
or cutbacks in governme nt services,
according to a Broo kings Institution study
of the $6.85 billion pr ogram."
HUD money value is shrinking like -
wise, and fOr the same r eason. Toe
reason is the spiraling inflation, which
is c aused by the rapidly climbing federal
deficit, which i n turn is caused to a
critical degree by the handouts in federal
revenue sharing and H UD funding of
local proj ects. When gener ous Uncle
Sam finally r ecognizes the fa ct that
he's broke, and stops that flow of easy
m oney , the .c ities now on the gravy
train will be cau!'ht with expensive
programs that they will have to pay
for, or drop. The time to get off the
train is now.

The long-run reward for rejec ting HUD
funding and federal revenue sharing is
halting the "soc ialization" of America.
'~Socialization," by definition, is the
process of transforming our constitu-
tional republic into a s ocialist state.
The Federal Government, through its
funding programs, is for cing c ities and
states to take thP socialist road, and
local City Councils become pawns in
this dangerous game.
An example of this coercion is the
HUD demand for Newport Beach to
undertake a low cost housing project.
When federally funded housing becomes
a nation-wide reality, we are a long
way toward full-blown socialism. This
program of destroying our Republic Is
making dangerous inroads in other key
areas: federal health insurance, trans-
portation, energy controls, food stamps,
and weUare, as well as housing --thus
iDYolvin& almost all essential fields
at e~~deuor.

As recently as 1953, the chains and shackles used in
the treatment of mental health patients were gathered
together and fashioned into a giant bell, weighing 300
pounds. Not unlike the liberty bell, it carries this tn·
scription: "Cast from the shackles which bound them,
this bell shall ring out hope for the mentally ill and
victory over mental illness . ., To maintain and expand this program, the Mental
Health Association of Orange County needs volun

THE WORD
OF TRUTH
In Ephesians 1:13 (he Apostle
Paul d~clares that men are saved
and ~a led by hearing and ~liev
ing "the word of truth, the gos·
pel of your SJivation." This dec-
laration is substlntiited by many
other passages of Scripture. Our
Lord said: "He thlt heareth ...
and believeth .. .hath everlastirtg
life" (John 5:24). This at a time
when sacrifices and baptism were
required for the remission of sins.
E11en then men had to hear and
belie11e to be sa11ed, for "fa ith
cometh by hearing, and hearing
by the Word of God" I Romans
10:171.
Now, however, sa(valion is re-
ceived by hearing and belie11ing
alone. Works for salvation are not
merely unnecessary, they are for-
bidden,
Today salvation is "to him
that worketh not, BUT believ-
eth" (Romans 4 :5). "For by
grace are ye saved , thr ough fai th,
and that not of yourselves; it
is the gi ft of God: NOT OF
WORKS, LEST ANY MAN
SHOULD BOAST" (Ephesians
2,8,91 .
God has changed His dealings
with men from time to time
down through the ages, teaching
one lesson at a time. This is why
it is so important to note the dis·
pensational distinctions, "rightly
dividing the Word of Truth."
Once the works of the law
were required for salvation, "But
now the righteousness of God
without the taw is manifested"
(Romans 3:21) and men are
saved solely by faith in Christ,
"being justified freely by God's
grace , through the redemption
