Instruction was conducted by the county's in-house
computer experts and specialists from the firm which
produces the Martel scanners, Deaton said.
Sometimes you can be too smart. If the experts had
projected what could go wrong as well as what should
go right, this deplorable, costly and aggravating gap in
communications might have been bridged.

Reprieve And Request
In one of his last acts before his surprise resignation
Lut week, Russell Cahill, director of the state parb and
recreation department, granted a reprieve to the Irvine
Equestrian Center.
Told earlier that it must vacate that state paik land
just east of Corona del Mar by the end of this year, the
center now has what may be two years before eviction.
This is the amount of time projected for the planning
process, in which recreational engineers will mesh with
environmental protectionists to produce a park deaion
of broad appeal.
The equestrian center, established on the bluffs above
the Pacific some 40 years ago, has been a source of ex-
ercise and schooling for thousands. The schooling has
been in the most literal sense, for in addition to the nor-
mal Dow of instruction some 130 Orange Coast College
and 50 Coastline Community College students were
enrolled this put .prinq in equestrian classes which
provided physical education credit. That i.natruction
was not an exp811H to the taxpayers; rather, it was paid
for by each individual in the same context u a lab fee.
Riding enthuaiuta and the center management, which
operates under the Irvine Company, had been etruck
with consternation at Cahill'• o riginal pronouncement.
Several individuals outside the company immediately
beoan circulating petitions and arousing public opinion
aqainat the edict.
It il under1tood that the Irvine Company, while of-
ficially neutral in this dispute between the ltate director
and the hor .. ·lovers, still it .ympathetic to their caUM
and would be intere1ted in being considered u the
operator of such a facility were it to remain in the park.
Still to be ironed out is what arrangement• the center
now may make with the 1tate for the remaining period
beJore it mull move.
However, with the more lenient attitude prevailing the
equntrla.n folk will have time to either mab a eue for

There are times when you can't win one, even on a foull After equawk-
ing for two years, we have finally come up with a new LAYER of govern-
ment. Of course, we have a Tide and a 4-wheeled vehicle with no trailer to
pick up the trash or dog litter.
Just what the hell he's going to coordinate is a mystery. Undoubtedly, in
a couple of weeks, he will have a couple of titled assistants to confuse the
issue. What happened to General Services?
The estimated cost of this new depSrtment is $40,873 per year. The mys-
tery is, "Why spend so much when you can get the job done for $7,860 per
year by hiring Dewey's Rubbish Service to place 10 dumpsters along a four
block Ocean Front area. This price includes a six-day-a-week pickup ser-
vice and could eliminate the present cost of ctty service and the dirty mess
on our sidewalks, caused by the merchants and their leaky plastic trash
bags.
And what's wrong with the merchants, benefiting from this service.
chipping in on the costs? If you want to see what cooperation amongst the
apartment owners and business men of the 2200 block on Balboa Boule-
vard and Ocean Front has done, just drive down our alleys. We don't cost
the city a dime! With proper management by the General Services depart-
ment and participation of the cost by the taxpayers involved, this plan
could cost less than any prior effort. I can see nothing wrong in saving the
taxpayer money, can you 7
We need more meter maids to patrol our area and keep our alleys clear
of illegally parked cars. Thanks to their efforts. they are self-supporting.

pensate for the harassment and abuse they have to take. We need more
plainclothes police to patrol th4t trouble 8PQts Of the area. We certainly
don't need a high-priced coordinator; so le~ u• that money to better ad-
vantage and eliminate duplication In service. We in the old town are suffer-
ing! We don't need flowers to divide our streets, we just need action!
Wouldn't it be wonderful If the city WOUkt get out of the recreation busi-
nesa and leave it to pifvate enterprile7 And it would be great to have the
speed limit on the Balboa Boulevard SPeedWay lowered from 76 to 66
