NOVEMBER 21, 1985 28 PASES 25 CENTS Parents Find Teen Center Has Support ., en 11cA111 C1rTt1 Parents searching for a safe place for their teenagers to frequent after school and during rhe weekend were pleasantly surprised last week, when they learned city and business officials shared their views. More than 50 concerned parents met Nov. I J. rin Harbor View with Ralph Rodheim. president of the Newport Beach Chamber of Comerce: Sterling Wolfe. president of the city's Parks and Beach Commission and Sherry Loof- bourrow and Forrest Warner, local school board members. Along with Corona del Mar High School student body president Bob Painter. the parents and local officials discussed alternatives for teenagers who frequently loiter in supermarkets and liquor stores during their free time for lack of somewhere better to go. Unofficially, the parent group is known as P.A.T.T., or Parents and Teens Together, and its purpose is toil- lustrate the problems faced by today's youth as it seeks places to socialize. The group is the brainchild of parents Dick and Mary Allen and Dave and Bonnie Engstrom. Several of the op- tions P.A.T.T. is considerin1 are a drop-in teen center and possibly, a teenage nightclub. Dave Dmohowski, government relations manager for the Irvine Company. also attended the meeting, and told the group of the Irvine Com- pany's feasibility studies concerning teenage nightclubs. "We're currently gathering informa- tion on teenage clubs and we're trying to locate other successful tecnagc- oriented businesses so that we might consider building a restaurant of that type at Newport Center," Dmohowski said. "We're definitel y open to the idea and while no firm commitment has been made. we're working with the Restaurant Association for ways to make it work." Mary A llcn envisions fast food rest au rants at Newport Center which would serve as a training ground for the city's teenage population. She said it would teach adolescents and prepare them for restaurant careers as well as offer them a safe, fun place to socialize. A I len also hopes the teenage nightclub will become a reality so young people will have a place to visit with their fr iends. dance and listen to music without fear of parental reprimand. She cited the success of a Santa Barbara teen club as evidence of the need for such an establishment in Newport ~ach. Some parents in attendance were slightly apprehensive about the suggested nightclub, but Allen allayed their fears saying today's sophisticated youth requires more than just soda fountains and hamburger joints. In addition to the buildup of natural gases underneath Newport, Zebal said Balboa Peninsula, including City Hall, could suffer massive damage dur- ing a prolonged earthquake because of li4uefuction. The sand or the peninsula could liquify during shaking that lasted more than a f cw seconds. "There arc different kinds of 4uakes," Zebal told the audience of about 50 SUN members and guests meeting at Jim Dale's Villa Nova restaurant. "There is the severe jolt ...... Zcbal demonstrated with his hands. " ... then there is the rolling wave, which could last any length of time." City Hall could partially sink and crack. Zebal said. "because it 's pretty big." Damage to priva te horn~ and other buildings on the peninsula "could vary frvm property to property," Zeball said. Other disasters that Zcbal and th. panelists discussed incloded: ftood.a. ~ fires, tsunamis (submarine ocean land slides and subsequent tidal waves) and high winds. Fire Chief Jim Recd and Police Chief Pete Gross emphasized at the end of the meeting that individual residents will have to take care of themselves and their families in the event of a major disaster. "I have been studying the Mexico City earthquake." Reed told the audience. "Down there. a broken leg or broken arm was not considered a medical emergency. You had to treat yourself." Recd paused for emphasis. "I would strongly suggest that every<>ne in this room learn how to take c~1re of yourself and your family . At h!ast you should know where to tum of the gas a nd electricity and know where 10 find safe drinking water. "That was one of the biggest problems during the Mexico City dis- aster," Red said. .. All of you have a good. big reservoir uf potable water in your houses. Do you know where it is? It's in your hot water tank . You should learn to turn o(f those valves and save that water, in case of emergency ." Other panelists included: Bob Wynn, city manager, who said that the .city's disaster plan is updated every few years and the city has a chain of command from the mayor to the city manager, police chief, public works director. and fire chief in case of emergency. Dan Woodward, chief of sc:curity for the Irvine Company, said the firm would not "try to become a public a,gcn- cy" and is trying to train each employee to take responsibility for his own home and family in case of disaster. • Zebal reminded the group that the epicenter uf the 1933 Long Beach quake was "less than a mile from this room." He added that a quake in Newport would rrobably be from five to seven on the Richter scale. "At five, the damage would not be severe. It started out thusly: ··rm delighted to be able to inform you that at the last membership meeting ·of the Republican Senatorial Inner Circle. your name was placed in nomination by Sen. Pete Wilson." We were impressed. The letter later said that "President and Mrs. Reagan will be hosting the Inner Circle members at a special eve nt to be held Sept. 23 during the Fall Briefing." t\)-;u mentio ned in the letter were "an opportunity to meet kc~ Republicans, in cluding U.S. Senators, Cabinet member'i, and Wh ite House officials." Do le added. "M y wife, Elizabeth, and I will also be th ere to thank the Inner Circle members." Jn addition to the letter were a .. Fall Briefing Tentative /\gendu": a formal invitation to join the "Inner Circle"; a membership card to fill out (complete with background information to be used for Secret Service clearance; a card tellin~ us ... your RSVP is needed as soon as possible:" a return envelope; and a small brochure saying t·hat .. Inner Circle members contribute annual membership dues of Sl ,000." After reading through all this business about being nominated and so on, it occurred to us to wonder why a Republican senator would nominate a registered Dem ocrat to the "Republican Senatorial Inner Circle." Calls to Wilson's Newport Beach office on a Wednes- day a fternoon went unanswered. Calls to his Los Angeles offi ce were to no avail , either. This look s to us like a simple fundraiser, with an elaborare amount of mumbo-jumbo to try to disguise it and make it appear like something it is not. If politicians wish to raise their image in the public eye, if l hey wi sh a high degree of credibility, it seems to us counterproductive to try to hoodwink their constituents when seeking their support. 's 'Mr~ Ctean' Since I moved to Newport Beach 15 years ago, the Irvine Company has had three owners, four presidents, at least three public affairs officers and numerous PR operatives. But lhere ha,s been only one Mike Manahan, and as long as he's around, the community is reass~ted about its biggest landlord and one of its largest employers. Some people call him the Ir· yine Company's 0 Mr. Clean." Still others call him the com· munity conscience. And nobody calls him bad names. From time to time, Mike picks up an award or a plaque. He has been named Irvine's Man of the Year. But no matter how many times he'S-called to the podium to accept a laurel, Orange County and the Irvine Company will never be able to th ank him enough. The other morning. on my three mile walk around Wood· bridge: I encountered Mike and hi' wife. Ruth, and we had our u~ua l four or five minute review of the state of things. You · can lt:arn a lot fr om Mike Manahan in fo ur or five minutes. You learn that the Irvine Company and its owner, Don Bren, and its present management -Bren, Gary Hunl and Tom Nielsen - are doing more for the com· munity than ever before. But Mike Manahan 1aid the same thing about the Irvine Company when it was owned and managed by BUI Mason or Ray Watson, or by the Detroit gang and Don Bren and Peter Kramer. Above all else, Mike Manahan is a company man. He's a defendct of the firm, but never an apologist. When the Committee of 4,000 chaJJenaed the company's risjng )and ren- tals • .Mike accused those challengers of being guilty of a personaf breach of friendship. "Don't they know the meaning of a contract?" he asked. "The nerve!" Michael Manahan came along at just the right time for com· munity and company. The Irvine Company was experiencing the throes of its most raucous transformation. Newport Beach was ending the quiet period of a summer resort town and taking a quantum leap into a city of amuence and influence. And the city of Irvine got itself born. How's that for an environr:nent to place a nice guy in, and ask him to be director of community relations? Over the y~rs. I've shared a number of projects with Mike, and I think I know him some. He's for real; there's nothing phoney about him. Unlike other community relations directors, he won't say one thing and do another. However he appraises your cause or project. he'll tell you right away whether it deserves Irvine Company sup- port. He works within an annual budget and he is very conscien- tious about this. but he may be responsible for more goodwill in the county for his company than any other Irvine Company etCt\ltive. He and Ruth now have a nice townhouse in Woodbridge, after years of living in Eutbluff. Mike was a familiar figure on the Corona def Mar High School track, ,running his five to ten miles every momina. rajn or shine. in all seasons. He atilf runs, although you' are more likely to find him walkina with Ruth, helping her to repin her strength after a prolonp health challenge. When Ruth couldn't accompany him to• m.eetina, ho just wbu1dn't 10. 01', rarely, he'd be there alone. Yea rs ago. when I served on the Girl Scout Board of Dircc- rors. Mike agreed to serve on my public relations committee. He worked hard. made all the lunl:heon meetings, did a mass ive job of research for the Girl Scouts. One day he said he just didn'l have ~ime to serve any longer because of other com- mitments, and he didn't want to serve if he couldn't find time to work. He wouldn't be a com- mittee member in name only. He and Ruth have a vacation home near the entrance to Yosemite National Park. It's a place they love, and where they'lrgo whenever Mike retires. But fo r the sake of the commun- ity I hope that never happem. Jt would be easier to move Yosemite to Newport than to replace Mike Manahan. The Ensign was the first newspaper to report that federal Immigration and Naturalization Service agents ro11nded up un- documented workers in Newport Center and in Costa Mesa. One editorial on the subject won a county-wide award for commen- tary. The editorial said that the border should be open to law- abiding workers from Mexico and other countries. Also, the limits placed on some gold dealers in the city, affordable housing programs that did and did not work. the arrest and trial of a Costa Mesa dentist after three deaths. the uproar in 1983 Housing Hearing For CdM Seniors Set For Nov. 25 A proposal to build a 77-unit rc'i idential hotel for senior c1tiLen s in Corona del Mar is slated to be set for a public hear- ing at the next Newport Beach City Council meeting Monday. Nov. 25. The project would be unusual in that there would be common dining for residents, but they would own the property, accor- ding to a city spokesman. The center would be located at 3901 East Coast Highway. the site of the former A.T. Leo's rcstaruant. The si te has held ~eral re~taurants over the past few years. • at Orange Coast ColleJe. the building of the new time-saving bridge for PCH over the upper bay, the offshore oil drilling fl ap. and many other stories too numerous to mention. The paper hasn't neglected the people in the news either. We think we arc probably the only newspaper in the U.S. to publish a photo of the local mayor up- side down on Page One. We ran a picture of then-Mayor Evelyn Hart trying on a pair of gravity boots in a gym across from City Hall. The paper has been fun, and it has been aggre.uive. It has broken stories. sometimes scooped the dailies and often done stories the dailies didn't know about or didn't care about. But none of this would have been possible without the cooperation and open-access policy of Newport Beach City Hall . When I came here, I had covered city, state and national issues for a small daily in Penn- sy lvania. But a reporter's educa- tion always begins again on a ne" heat There \~ere man)' people 1n Newport who tL>ught me how to cover them and their special area<> of e'pc:rti e. Then there were assistant dis- trict attorneys. lifeguards, the occasional murder suspect, defense attorneys, geologists, psychologists. other experts and newsmen and editors who make up a journalist's continuing education. At times it seems you go to school under everyone in town. l-veryone knows more about his field than you do. so you have to li'iten carefully. Once I thought I was qualified enough to teach someone else. the Ensign became a training ground for young reporters who have gone off to some interesting assignmen ts. Those planning torie' really got to him. Ri ck Vanderknyff now works for a daily newspaper in San (i<1bnel. Dav1d Crocker now works for a daily in La Habra. There have been other interns and other coh01ts whom one has taught and from whom one has learned. There arc two ouen11ve philosophies in football: you can run, or you can pass. Football fans who attend the Newport Harbor -Magnolia High first-round playoff game Nov. 22 will be treated to both. The Newport Harbor Sailors, 8-1 in the Sea View League, won its division on the arm of quarterback Shane Foley, as the senior passed for more than 2,000 yards for the second con- secutive year. Foley is quickly approaching the 5,000-yard-mark for his career at Newport Harbor. He has already broken the existing school record for passing last year. The Magnolia Sentinels. 7-J in the Orange League, finished third but were picked to go to the playoffs as the wildcard team. Magnolia will be depen- ding on the legs of James Hargis to move the team through the playoffs. Hargis ran for 835 yards this season. breaking the school record. .. Hargis really carried the team," said Magnolia coach John Hamgartner. "He made the offense work. We aren't much of a passing team." While many schools go for the score as fast-as-possible method o f football. Hangartner prefers ball control, which he says gives his te-.tm more control of the game. .. We have been quite successful with our ball control offense." Hangartner said . .. We've had tight games all year. By controlling the ball, we've been able to win those games." Newport Harbor coach Mike Giddings. who has led his team to the playoffs all four years he has been at Newport Harbor, is looking at the playoffs as the beginning of a new season. .. Newport hasn't done too bad in its second seasons. Although they haven't won the C.l.F. championship. the team has made the second round of play for the last three years. Magnolia hasn't been as successful. The last time the Sentinels were in the playoffs was 1968. Their last winning season was 197 1. tn his first year at Magnolia. Hangartner has already brought respect to his team and football program. "We're 'establishing a new program." he said . What M agnolia has done this season hasn't evaded Giddings. .. We've seen films of some of their games." Giddings said." After a couple of lean years, Magno lia has turned its program around." Something else Giddings has 'ieen in the Magnolia game films is that the Sentinels like to put eight men on the line, leaving only three players to cover receivers. If Foley completes some big pac;s plays and puts the Sentinels behind early. that would take Magno lia out of their ball con- trol offense. he said. "The plays we call on offense ..
