The Newport Beach City Council reelected the mayor and approved a plan ullowing for construction of a con- troversiul senior citizen's living facility tit the council meeting Dec. 9. The council voted S-to-2 to reject a planning commission recommendation and approved the redistricting plan necessary to allow for the 77-unit rental senior living facility to be built at 3901 East Coast Highway. At a public debate immediately prior to the vote. 15 speakers argued the merits and problems of the proposed facilit y. with the issue of residential r><trking arising as the most hotly debated item. "There·s not a better use on this si te that could generate less traffic," argued D•1vid Neish of Urban Assist, who represented the builders. Neish told the council his underground parking plans would avoid bothering the neighbors, and greatly lessen the parking problems caused by the many restaurants that have existed on the location. ..
