Debate continues at Hoa.a ~emorial
Hospital in Newport Beach over wheth-
er docton affiliated with the hospital
should be rcquirtd to carry their own
medical malpractice imurance.
In March, 600 of Hoa1'1 doctors
took part in a vote to decide the mal-
practice issue. The requirement was
passed by a slim margin.
However, the results are being con-
tested, which could forestall a reso-
lution for a f cw months.

Chief Campbell says he'll study
report of over-aggressiveness

Newport Beach Police Chief Arb
Campbell says he plans to take a closer
look at a 700-page report on the police
department commissioned by the City
Council that makes a number of rec-
ommendations for improving oper-
ations.
Campbell, 47, is in his second week
as the new chief, replacing his former
boss, Charles Gross, in the $60,000-
a-year post.
"There arc I 40 recommendations
in the audit," said Campbell ... I've
already put in a caU with Mr. (Thom~
son S.) Crockett (the author) and wcil
meet again in mid-May ...
Some of the recommendations, he
said, are .. cost effective, but may not
be effective in accomplishing the mis-
sion.

Pier, property owner Sid Soffer says

and operated it until 1978.
He says be hopes to have the seaaide
bistro open ipin before the summer

An architectural firm has been re-
taiaed to plan the reconstructio~ Soffer
said, and an engineer is looking into
whether-given earthquake safety
standards-the building's original brick
walls can be retained.

Soffer said, "but if it cosu too much
and it doesn't make sense ... I like
to think I'm a sensible pcnon."
He said be hopes that the recon-
struction will make the Blue Beet as
much like it used to be as possible.
One part of the restaurant hurt in
the fire that cannot be replaced is
the authentic 1912 country bar which
was badly charred, but still may be
salvageable, said Soffer.
If the city building department
docsn 't give the structure a stamp
of approval. the owner said it may
have to be torn down and replaced
with a wooden structure and brick

Yes on Proposition 51:
it's necessary for Newport
When John Taylor of Claremont took his fateful
dive into a Newport Beach sand bar six years ago,
he helped set off a nationwide tidal wave of concern
over municipal imuraooe. •
Taylor sued Newport Beach, and was awarded $6
million (although it's still being appealed) in a widely
publicized •deep pockets" judgement.
Taylor is a quadriplegic.
The city of Newport Beach, as of April 1 of this
year, saw its insurance rates rise 900 percent. It decided
not to renew and is aelf-imured.
The risk of another multi-million dollar suit for Newport
or any other public entity has riaen due to an extraordinary
broadening of the liability of public agencies.
The U.S. Supreme Court had its say in American
Motorcycle vs. Superior Court. The court said any
defendant who contributed one percent or more to
· the damage suffCRd by a plaintiff could be held rt.SpODSible
for the entire settlement if other defendants were unable
to pay.
~m, liability insurance rates of public agencies and
large corporations have skyrocketed because of the
64deep pockets" judgements like Ncwportts.
Proposition 51 on the June 3 ballot would make
it easier for government agencies to obtain the much-
needed insurance by limiting their responsibility for
punitive damages to their degree of fault. In other words,
if the city is one percent responsible for an injury,
the city would be responsible for one percent of all.
awarded punitive damages.
To protect the victim, the city's "deep pockets" would
still be liable for all actual damages.
Suppo rt for Proposition 51 comes from a long list
of government agencies, as well as the insurance industry
and large corporations who stand to benefit by it.
Opposition is being led principally by the. group it
could hurt the most-the California Trial Lawyer's
Association.
We heartily endorse Proposition 51 . Our changing
society has made it an initiative whose time has more
than arrived.

America to make this statement.

Through 22 years of invol-
vement in community activities
and organizations in this area,
both professionally and as a
volunteer. the Newport Ensign
has always come through when
o ur group needed a publicity

Our area daily papers seem
to get caught up in trying to
cover everything from the uni-
verse on down to county workers
fixing potholes in the freeway.
I'm of the opinion that their

or indeed, of being reinstated.

a valuable tool to the succes
of an event, gives it validity,

about participating in worth-
while community projects. Our

watched with great interest the
aesthetic improvements being
made for Newport Center. In
particular, the new signs being
installed at the entrance to Fash-
ion Island, on the Pacific Coast
Highway.
Now, after spending all that
money, and beautifying the en-
trances, comes the shocker ...
the obelisk signs that have been
erected on PCH certainly de-
served a more artistic comple-
tion. If you just inverted the
letters NEWPORT CENTER
to attract attention, you have
gained that alright.
However. consensus among
the better educated people of
the world, and pcnons in the
local area, we were all taught
to read from top to bottom,
and left to right. Traffic con-
ditions on PCH do not permit
standing on your head while
driving to read the signs. The

are in for a pleasant surprise.

pleted Atrium Court. is a prime
example of the rejuvenation
of an area. The Irvine Company

ping, entertainment, and dining
with a European atmosphere
for Newport Beach residents
to enjoy.

bobby pins, barrettes. hot roller
clips, nail clipped, and more.

tape. There have been mominp
when a roll of duct tape would
have come in bandy. I found

my drawer. I found a bunch
of small children's toys. some
loose change. paper clips and
assorted bric-a-brac.
There was a time when my
life was cluttered. I was angry
with my fat her for being so strict

up. I was disturbed with the

count in an unprofessional
manner. I felt guilty for every-

Hoag settles lawsuit over
drunk driving suspects

Hoag Memorial Hospital
agreed last week to settle its
portion of a $20 million federal
lawsuit involving the Newport
Beach Police Department.
The suit claims Newport po-
lice officers violated the civil
rights of two drunk driving sus-
pects when forcing them to sub-
mit to blood tests.
The two men. Timothy
Hammer. 26, of Santa Ana, and
Steven Bohunis, 27. of Costa
Mesa will both receive S I0,000
under terms of the settlement.
Tami Parrott, spokeswoman
for the hospital. said the set-
tlement "was made in the best
interest of the hospital" and
the hospital~s policy of taking
blood at the request of police
officen remains unchanged.
Parrott said it was the fint
time the hospital bas been in-
volved in such a case.
The suit, filed in U.S. District
Court, claims police and em-
ployees of Hoag abridged the
civil rights of Hammer and
Bohunis. according to their at-
torney, Stephen Yagman.
A trial date has yet to be set
for the suit against the city and
the police department, but is
expected to be in mid-June.
Yagman said.
Parrott said she docsn 't think
the hospital will be involved
in a similar suit in the near fu-
ture.
"I think all the parties i n-
volved arc now better informed
about this because of the suit."
she said.

At Bahia Corinthian Yacht

boats were rafted. they had a
band on the docks to give eve-
ry one a good sendoff. Saturday
mo rning the members turned
out to cook and serve a wo nd-
erful breakfast to the sailors.

big Mexican party for a ll the
