Ceremonies slated for next week's
Newport Harbor golden anniversary

Newport Harbor will celebrate its
SOth anniversary May 23 with a full
day of special ceremonies.
The city, the county, the Marine
division of the Newport Harbor
Chamber of Commerce and the New-
port Beach Historical Society are all
planning activities to honor the harbor's
golden birthday.
The Balboa Bay Oub hosts a .. Pi-
oneer Breakfast" to kick off the day~
activities begjnning at 8 Lm.
The city's new Nautical Museum
will be dedica1cd following the break-
fast. The new home for much of the
area •s earliest photography of the har-
bor and many maritime paintings will
then be opened to the public.
At 1 p.m., a boat parade is scheduled
at the entrance. lasting until about
) p.m.
Evening events on the big day arc
to begin at 6 p.m. with no-host cocktails
at the Balboa Pavilion or. for members
of the Golden Circle. aboard the Isla
Mu~ which sails from the Cannery
Restaurant to the Pavilion.

Irvine Company meets its coastal
opposition, differences unresolved

The president of a group fighting
the Irvine Co.'s plans to develop 9.400
~ of coastal land between Corona
del Mar and l..apna Beach met with
company officials this week about
major revisions in the project.
Fern Pirkle. president of the Friends
of the Irvine Coast, said she remains
unconvinced that the new plan meets
the eovironmentaJ concerns of her
group. specif acally in the areas of traffic
generation. land erosion and pollution
of waters.
.. We asked many questions about
the (new) plan and were t o ld they
dido' have the answers to them ... she
said.
Even so. the Friends have agreed
to suspend an appeal to a J 981 lawsuit
which challenged the development
on environmental grounds.
Facing strong opposition to building
in the l•rgest area of undeveloped
coastal land in Orange County, the
Irvine Co. last week announced sweep-
ing cbanga for the Irvine Coast pro~
eliminatiq all off1CC towers, plcdgjng
to immediately build the Pelican Hill
Road bypass from Pacific Coast Hi&h-
way, add two full-sized golf courses
and increue by mo~ than 20 percent-
or more than 7 ,000 acres-the amount
of open s.,.ce.
At the same time, the plan would
add 400 hotel room&, bringing the
total to 2.1 SO rooms at four sites.
Residential units wo uld remain at
1,945, but woukl be clustered to provide
more open space. according to Roger

Police spokesman Trent Har-
ris said that in most cases of
that type, authorities here don'
transfer them to county custody
anyway.
"There ·s been no effect so
far." said Harris of the county

A 37-year-old Newport Beach
carpenter has been arrested for
allegedly selling cocaine.
Newport Beach police report-
ed last week. that officers seized
a half-pound of the substance
worth an estimated S 10,000 at
the home of Kenneth Steven
Cartee, 509 29th St.
Police spokeswoman Trent
Harris said narcotic investiga-
tors were tipped off to the al-
leged cocaine operation by an
anonymous caller who reported
seeing a number of young people
entering and leaving Cartee's
home.
Police put the home under
surveillance, Harris said, and
·based on the observations of
detectives obtained a search
warrant to enter the suspect 's
home.
Cartee was being held on
$25,000 bail at Orange County
Jail.

The proposed golf courses
would overlook PCH and Crys-
tal Cove State Park along the
frontal slopes of Pelican Hill.
The company contends the
plan changes would not cause
an increase in traffic, but so
far it has not been able to pro-
duce figures to prove this is
so, contended Pirkle, a Corona
del Mar resident.
The long-awaited 6 .S-mile
long Pelican Hill Road is a cor-
nerstone of the plan and would
be built prior to any other de-
velopment of the Irvine Coast,
officials have said. The SIS mil-
lion roadway would connect
PCH and Bonita Canyon and
serve as at least a partial bypass
for vehicle traffic through Cor-
ona del Mar. It would involve

band. John, (both chemists)
were home visiting me, we got
into a d1scuss1on about the met·
als used for mounting gem·
stones Gold is the favorite of

They told me that while gold
itself does not tarnish or corrode,
the alloys commonly used in
fabricating gold mountings,
such as copper and zinc, can
be damaged by repeated ex·
posure to concentrated solu-
tions of chlorine. Mercury has
a similar effect but is found only
in specialized areas ... usually
dental labs or maybe a broken
thermometer at home.
The metal is particularly
vulnerable where it is thin and
under stress such as prong set-
tings. Chlorine is common in
swimming pools, bleaches and
scouring cleansers. Repeated
immersion, including cleaning
rings in strong household
bleaches should be avoided.
Our recommended recipe for
home cleaning is 1 cup of warm
water (not hot. certainly not boil-
ing over a flame) and 1 tspn.

and 1 tspn. household ammonia.

brush with a soft brush and

Coast seeks to· overturn Coastal
Commission approval of the
original plan because of the
traffic it would generate, the
number of high-rile office build-
ings blocking the coutal view
and lack of commitment to open
space, Pirkle said.
With the elimination of
200,000 square feet of office
space, Pirkle said, .. on the sur-
f ace, there are some tbinp that
make (the plan) better. But will
the office space just be replaced
by more hotel roomaT"
Monica Florian, vice pres-
ident of policy manqement for
the Irvine Co., said the meetina
with Pirkle and other interested
parties was for general infor-
mation and more detailed anal-
ysis of the plan would be avail-
able in about a month.
The original plan received
approval from the county and
Coastal Commission, but the
revisions would be required to
go through the regulatory pro-
cess again, said Ken Winter,
Orange County planner in
charge of coastal zoning.
The process could take eight
to ten months to complete, be
said.

Van de Kamp shows his
colors in knocking Prop 51
For the past four years, State Attorney General
John Van de Kamp has quietly gone about his job
in an efficient, professional manner. His hard work
has given him the reputation as a tough, effective
attorney general.
Outside of a campaign to wipe out the state's healthy
marijuana crop, Van de Kamp hasn't received a lot
of publicity. Maybe that's gotten to him. He's now
getting quite a bit of attention-due to bis stand
on Proposition 51 .
The well-funded "deep pockets" initiative has pitted
the state's insurance companies against the lawyers-
two groups the public loves to hate.
The lawyers have moved their campaign onto the
television screen to paint the initiative, which would
limit "pain and sufferingn damages to that portion
of responsibility shared by any party in the suit,
as a scheme to let toxic polluters off the hook for
their actions. Their spokesman in the TV spots is
John Van de Kamp.
"It's my job to sec that murderers and rapists are
punished, and that toxic polluters arc stopped," Van
de Kamp says in one commercial.
But our top lawman doesn't get around to explaining
how approval of the initiative would interfere with
any of his goals.
It's a specious argument and serves principally
his colleagues in the legal profession who depend
on huge contingency fees for their services in exacting·
milli on-dollar settlements from sympathetic juries.

to be showing his true colors. and rallying around

Since the 1978 establishment
of California's 'deep pocket'
doctrine, city officials have been
attempting to influence the state
legislators to pass a law which
would create a sense of balance
and f aimess in penonaJ injury
awards.
The current 'deep pocket' law
provides an opportunity for at-
tornies who represent clients
that have sustained injuries as
a result of an accident to name
the city where the accident oc-
curred-in the hope the court
will name that city at least I
percent responsible. If that
happens, the attorney knows
his client will receive wba~cr
damages the court assigns, even
if the primary responsibility
for the accident rests with some-
one other than the city.
These taxes and f ccs arc col-
lected to cover the cost of the
services cities originally were
incorporated to provide for their
residents and visitors. In New-
port Beach, we provide a broad
range of fine services from li-
braries to tree trimmers, and
from refuse collection to ocean
lifeguards and paramedics.
As 'deep pocket' lawsuits have
been filed in greater and greater
numbers, these services have
become more and more threat-
ened.
For several years, these dol-
lars have been siphoned out
of the cities• general funds. First
by defense costs. which can eas-
ily reach S 100,000, and later
by the payment of deductibles
and eventually by outrageously
high insurance premiums.
Today, our city, Newport
Beach, bas been added to the
ever growing list of cities who
cannot acquire insurance at any
price! And, will not be able

Before we had children we
used to ask nearby friends with
children, "'in such an affluent
community, how does one teach
children to have the proper re-
gard for money and material
possessions?"

occuion, I called another moth-
er to drive Lauren to preschool.
She picked her up in the family

How does one keep the proper
perspective?
I'm finding our friends' advice
to be appropriate now that we vc
become parents. They advised
that it's all a matter of priorities.
What are the parents', the role
models', priorities? If they de-
light in material possession,
more than likely their children
will find these more imponant
than other things in life as well.
Children do learn from our
actions. If we buy our children
gifts because we f ecl guilty for
not spending more time with
them, they will learn that gifts
replace love.
If material pouesaions mean
more to us u parenta than true
friends and deep relationships
then that too will be our chil-
dren's attitudes.
If we arc uncertain as to bow
we feel about materialism or
if we teach our children one
way and act in another, they
will still follow our eumple.
I once beard that wisfaction
is achieved when a need is fllled .
Will we ever have enough mattr-
ial possessions? Wouldn' a few
meaningful relationships be
more satisfying and luting?
Ask yourself, what are your
priorities? Arc they what you
would want your child to f lnd
important in lif c as well? Arc
your priorities satisfying to you?
If you arc thirsty, you drink
until youve had enough, then
the rest is thrown away. Is your
thirst for "things" ever
quenched?
In the long run, relationships
are more gratifying than mater-
ial possessions . True friends
arc something that money can't
buy. Let's teach our children
what's important in llfe.

contended the development
would destroy restoration plans
for the old Corona del Mar Inn
by ruining the historical build-
ing's bluff view.
• Delayed until June 9 a de-
cision on the fate of a SO-foot
wide patch of tree-filled green
space which borders two parking
lots on Bayside Drive and Jas-

The Newport Landin& brings
up ambivalent feclinp. Having
a prime location is an undeniable
asset for any concern and ca~
italizing on that is nothing but
good business. But letting that
fact alter or dictate your treat-
ment of the public, who is no-
to riously fickle in its choice
of eating establishments, is ques-
tionable at best.
For boat-lovers, it is hcavcn-
enjoying your meal as you watch
the boats of all sizes cruising
in and out of the harbor. For
people-watchers it is ideal-
sitting at your table watching
the throngs of people stroll along
the walk that connects lovely
bayside residences, boat docks,
this restaurant and others, the
Fun Zone, the ferry crossing
and numerous other businesses.
But a great location does not
a great.restaurant make. It needs
to be accompanied by cordiality,
good service, pleasant atmos-
phere and, of course, good food.
The night we chose to dine
at Newport Landing wu not
my fmt visit to this restaurant.
My husband and I, arrivln1
about an hour Mead of IChe-
dulc, decided to try the food
here. Requesting a table for
two for dinner, we were in-
formed, quite curtly, ta.at they
only operated on reservations
and they were completely
booked, they would be willing
to put us on a waiting list but
there were nine people ahead
of us and we would not be seated
until about 9:30 p.m -two
houn later.
Being fully booked midweek
is certainly good .for the res-
taurant, but making customers
feel like they arc causing an
imposition by requesting a table
with no reservation is a strategic
error.
Not wanting to wait until 9:30
p.m: to eat, we decided to wait
for our f ricnds in the lounge.
Arriving upstairs in the lounge
we found it, too, was full.
Against the wall on one side
was a table-high ledge where

We promptly stated out this
area, me seated on the ledae,

We then waited for an uncom-
fortably long time for a cocktail
waitress. When she finally ar-
rived, before she asked for our
order, she announced, more in
the form of an order than a
·request, that we couJdn•t sit
on the ledge because it was only
nailed to the wall.
To be fair, I decided to give
this restaurant another chance,
believing it bad potential
We chose a Thursday night
and made reservations for 7:30
p .m. Around 5:30 p.m. we
realized we would like to cat
a little earlier and called to see
if we could move our time up
to 7 p.m. I was told, again quite
arrogantly, that they were "com-
pletely booked" and couldn't
.. do any jumbling around."
We arrived at the appointed
hour and were promptly ushered
to a most desirable table right
by an open widow lookiq out
at the bay and the walkway.

brushed over us. Our waiter,
J .R., greeted us cordially and
impressed us with his profes-
sional approach. Things were
looking up.
The menu is "a la carte" with
six appetizer choices-all varied
offerings of seafood with prices
ranging from $4.50 to $1.SO .
We selected one to share-a
tasty spread of shrimp, sherry,
vinegar and mayonnaise cov-
ering slices of pumpernickel
with a large shrimp and capen
placed on each slice. The price
was $6.95. It disappeared quite
quickly.
The menu included two sou~
a creamy crab and artichoke
soup and a double mushroom
soup with Pernod and tarragon.
Although we didn't order either,
they both looted and smeDed
tantalizing as they pused our
table.
There were six salad selections
and three pasta selections. The
... grills and main courses· were
interesting selections ianging
in price from S9.9S to Sl6.2S
and included a California fish-
erman~s stew for Sl3.2S which
was reported to come in a
hollowed-out sourdough loaf
and consisted of a cream sauce
much like clam chowder and
was heavy in scallops, crab
claws, clams and mussels.. It
definitely sounded worth trying.
A few other items also included
under this heading were grilled
duck breast, roasted ract of
lamb and swordfish grilled over
kiawe charcoal.

Stone's 'Salvador' slick and shallow stuff

Much too slick and shallow
to be a realistic or honest dram-
atization of contemporary Third
World revolution. Salvador is
primarily harmed by the macho
agitprop-sensibility of writer-
dircctor Oliver Stone.
Like his monstrously idiotic
screenplays for Scarface and
Year of the Dragon. he remains
stranded in a limbo between
modern politics and old movies.
Stone's ambitions to portray
the tragic situation in El Sal-
vador arc certainly honorable,
but his execution is painfully
formless and hackneyed as
usual.
friend of Woods, but the role
is neither very central or major
in the film's overall scheme.
The same for Cindy Gibb as
one innocent, tragic victim of
violent revolution, who at least
brings a measure of understated
humanity to the film.
The worst performance, in
what should have been the most
important role next to Woods,
is given by Elpedia Carrillo as
the Salvadoran girlfriend that
he attempts to get out of the
country, along with her child.
She becomes more a symbol
of the many innocent victims
of political conflict instead of
a fleshed-out character, and
her flat. awkward line-readings
betray the amateur within.
is hopelessly cluttered with in-
cidents that are not developed
or connected to each other, while
Stone's direction exhausts itself
with a series of hyperbolic cli-
maxes that produce more anx-
iety than catharsis.
In the production notes. Stone
said that be wanted to make
an answer to the right-wing pol-
itical propaganda of Rambo
and Rocky IV. As admirable
as his intentions arc. Stone still
divides the complex political
conflicts of El Salvador into
Good Guerillas and Govern-
ment Bad Guys.
One of the finest actors today,
James Woods works very hard
in the role of a journalist who
travels to El Salvador simply
to have a good time. Upon ar-
rival, he plunges headfirst into
the violent political upheaval,
and soon learns the meaning
of responsibility and commit-
ment. Unfortunately, nothing
in Stone's writing makes the
character's transition convincing
or affecting.
More wasted, if somewhat
more talented, is Jim Belushi
as a slob friend of Woods who
joins him in his travails. Like-
wise Michael Murphy who can't
do much with the one-
dimensional character of the
well-meaning but ineffectual
American ambassador, who
helps Woods get out of one very
close scrape with the Salvadoran
authorities.
Combined with the violent
tensions and elaborate battle
scenes that Stone overloads the
film with, it becomes nothing
more than a facile left-wing re-
venge fantasy (simply the op-
posite side of Sylvester Stal-
lone's counterfeit, commercial-
ized coin). Ultimately. the film's
most unf orgivablc hypocrisy
is exploiting the very violence
that it's attacking, and that
makes it far more dishonest
and frustrating than Stallone's
naive populism.

Most of the time. Woods con-
ce ntrates on keeping the energy
level as wired and hyper as pos-
sible, but that's not enough to
give the role any deep-seated ,
gradual understanding of the
ugly waste around him.

comprehens ion or realization
of the escalating war is John

is Richard Boyle. that also
happens to be the name of
Woods' character, whose ex-
perience has been more with

On the purely visual level.
Stone's direction has a clean.
sharp, atmospheric quality that's
totally wrong for the
documentary-like realism that
he's trying to convey in the per-
formances. Unlike the gripping.
hard-hitting naturalism of Ro-
1 and Joffe's handling of The
Killing Fields. Stone's careful
compositional symmetry pre-
ve nts any element of surprise
or sh ock from entering the
scenes.
Without this, any attempt
to realistically convey the horror
of war and bloodshed is can-
celled out (only Sam Peckinpah
could achieve this quality, main-
ly in The Wild Bunch and Straw
Dogs). Since Stone has no feel-
ing or compassion for human
tragedy, on either a large or
small scale, his cartoon-like,
megalomaniac personality
looms up and devours the film.
A similar problem infects
Stone's screenplay for the less-
ambitious. even more horrend-
ously bad crimc-mclodrama,8
Million Ways to Die. Once
again, he conf uscs tough talking
and expletive-ridden dialog with
manly characters and gutsy
movie-making. This time, the
emphasis is on mealy-mouthed,
cliche-riddcn dialog rather than
action or epic story-telling.

and poured a sizable amount
of concrete.

opportunity to enjoy the fruits
of last year's labor-the show-
ers. That hasn't always been
the case. One year sbowen con-
sisted of a fifty-five gallon water
drum filled with ice cold water.
