We were critical of Newport Beach's maverick freshman Republican assemblyman last January when he mailed out a wasteful, silly "survey" to his constituents, asking their opinions on obvious knee-jerk issues, like whether illegal aliens should get U.S. benefits, or whether taxes should be reduced. Well, Ferguson didn't like our editorial, and he did something about it. He changed the format of his next poll. Dramatically. A recent questionnaire sent out to the voters of the 70th Assembly District contained issue statements, presented objectively, with pro and con arguments. And by and large, the questions weren't the mealy- mouth kind politicians usually use. Sample: When a city expands, who pays for the growth of public imp~ove­ ments? The new residents, or everyone? The newcomers were tabbed by 53 percent; 47 percent dissented. Ferguson's survey also asked whether all groups should have access to public high schools (again, 53 percent said yes to 47 percent); whether continued growth · in Orange County is good (the answer was"no," SS-to- 45 percent); whether board care homes should have unrestricted zoning (57-to-43 percent said yes); and others. The only answer that received more than 57 percent support was an obvious reply on whether the Hatch Act, which restricts the rights of federal government employees in politics, should be extended to state and local government workers. In the conservative 70th, with a relatively low union membership, it wasn't surprising that 71 percent support limiting the rights of public employee unions. Still, five out of six legitimate questions is extraor- dinary, and Ferguson's survey is worth attention for that. While it must be noted that any mail poll is demographically flawed (which Ferguson admits), Assemblyman Gil's latest is the most thorough,objective, interesting and honest survey from a legislative office we have ever seen. When the 94th annual Orange County Fair opens Friday (July 11) in Costa Mesa, it will bear the imprint of one of the smart- est, most affable self-made men I have ever known-Clinton Manville Hoose, Jr. This is Clint's 12th year on the Fair Board, and second term as President of what is officially known as the 32nd District Agricultural Association. It is not surprising when people call the County Fair the House that Hoose built. In the 12 yean be bas served the Board, ever since Governor Ronald Reagan appointed him to it at the suggestion of then State Senator Dennis Carpenter, Clint bas been a driving force with the County Fair, pacing the 160 acres at a gait only slightly slower than a trot, and leading efforts to develop the Fair into a community jewel. "'People who haven't visited the Fair for a few years are amazed at all the development," Hoose said. "The permanent installations, the new display buildings, the equestrian center, the new restrooms and the improved parking area-all this helps to make the Fair probably the best in the nation for its size." Even the hones seemed to recognize this big, friendly man, whose open Dutch face seems to be in a perpetual grin. They inherited what had been a losing venture some yean back and with a constant record of giving audiences wliat they want, they have created some kind of a model on how to succed in the dinner theater business. Their current production, running until Aug. 19, is the long-time favorite, "Okla- homa!" by Richard Rogen and Oscar Hammerstein II. The show moves zestfully along with a few lethargic moments that pull things back a little. But just when it seem1 that there ii goina to be a let down in the momen- tum, alon1 coma such numben as .. l(amu City,., which cJOled Act I and is a rouser. The same · kind of spirit and punch ii seen in both .. The Farmer and the Cowman" and the finale of "Oklahoma!" routines. Jn fact, the chorus does much to keep this production very much alive.
