We donl want a legislature money can buy. Yet politicians know that without pumping up their war chests to match their opponent's, they'd be out of a job. The legislators aren't willing to agree upon a solution-thoughts of cutting off their "mother's milk" makes them edgy. So in their stead, once again, the public bas leaped. Corona del Mar businessman Walter Gerken is sponsoring an initiative statute that would limit the bottomless pit of campaign spending and contributions on statewide races and set up partial funding for candidates. Under Gerken'_ plan, individuals could contribute up to $1000 per election to any one candidate, and no more than $25,000 annually to all statewide candidates. Organizations could give no more than $2500 per candidate and political action committees, no more than $5000 per pol. Additionally, a Campaign Reform Fund, which would provide matching money to qualified candidates, would be established. This fund would be financed by a state check-off on income tax forms. Gerken, who is chairman of the board and chief executive officer of the Pacific Mutual Life Insurance Company, has run into a problem of his own. The proposed initiative attracted 631,000 signatures by the May deadlin~ some 237 ,000 more than the total necessary. But a random sampling of five percent of the petitions showed that they didn't achieve a required projection of 110 percent validity, and they f ailcd to garner the secretary of state's approval to be included on the upcoming November ballot. Gerken has yet to have his day in court over the matter, and has now petitioned the State Supreme Court to review the case. While be doesn't think be has a great chance at winning. we sincerely hope he will try again for the June 1988 ballot. It's just too bad that we've had to wait for a citizen to sponsor an initiative on how to finance political elections. This summer. the hot ticket was to Dcpcche Mode's two recent sold out performances at Irvine Mea- dows. Playing both new songs and highlights from their earlier albums, the English synthesizer pop band delivered a strong show. both visually and musi- cally, keeping the audience on its feel the entire time. Lead . srnger David Gahan danced around the eerily decorated stage. accompanied by the three other band members, each on a synthesizer. Watcbioa three men standing basically immobile at synthcsizen is hardly exciting, but Gahan kept the energy bjgh with his playful dancing and frequent pelvic thrusts. Because Depecbe Mode's dark, brooding music is so different from the standard, perky top ..0 fare. many mistak- enly call Dcpeche a 04death cult" band. However. Dcpeche's main message-the need for uodcr- ~tanding-between pcople- clearly comes forth is such songs as .. Shake the Disease" and ... Sombody.'" In fact. one of the highlights of the show came when the group's songwriter, Martin Gore, stepped down off bis synthesizer to sing .. Opening for Depecbc, New York synthesizer band Boot of Love hardly proved to be a tough act to follow. .. Sec you next year!" cried Gahan as he left the stage after Dcpecbc ·s third and final encore. Beach Boys bring balmy songs to Pacific Amp BY ANNETTE WATSON True. it could be said that the sound mixer left his can at home before preparing for the July 16 Beach Boys Concert at the Pacific Amphitheater. And, true, the opening medley. which included many Chuck Berry bits, was weak and uncharacteristic of the vintage Beach Boys har- monics. The medley was discon- certing because the instrumental accompaniments were raucous and off key-the vocals could not be beard. However strange this con- cert's beginning seemed, the mood changed abruptly for the better as "Good Vibrations, .. .. Wouldn't It Be Lovely" and the car medley with such favorites as .. Giddy Up, 409." 04G.T .O .... and .. I Get Around" brought the capacity crowd of couples, f am- ilies and singles -wearing lots of Hawaiian shirts and surfer shorts-to their feet. The stage setting was approp- riate for the group that memor- ialized the beach scene and its casual. fun-loving attitude in song-surf boards, sailboards, palm trees, sand and ocean. Lead singer Mike Love intro- duced the sets and spoke freely to the audience-good rapport was instant. Healthy respect for the Beach Boys, who are cde ... brating their 25th anniversary this year, was evident. Beach balls volleyed bllck and f ortb during the many songs that catapulted the Beach Boys into pop music history. Throughout the concat bal- lads and dance soap were paced well.
