Memben of the Valla Balboa Community Association have said that the plan could block the view from their homes of tbe beach and it could ha~ neptive impact on traffic and aeoJoPcal conditions in the event of an earthquake. Paul Butler, a member of Villa Balboa Community A11ocia- tion, who spoke out against the plan, said that the council members didn't take into account the residents' views. 04Tbis was all decided before we even came here," Butler said. Butler said that the Villa Balboa Community Association is considering filing an injunc- tion against Hoag Hospital in the next few weeks. ..
