The Orange County Registrar of Voten announced Friday that petition- en bad fallen 8S signatures short of the 6,810 needed to call a special election $10tnallonralaed on the issue. The signature total is suff'Jcient to put the matter on the next municipal election ballot, said City Attorney Bob Burnham. but that will not occur until 1988. An initial gift of S6 million was presented by the Hoag Foundation, and an additional SJ. 7 million was donated by seven other cootributon. The Hoag Foundation was started in 1940 by Grace and George Grant Hoag Sr. George Hoag Sr. was one of the foundina memben of the J .C. Penney Company. He left the bulk of his estate to the foundation to be used for charitable work. Other than having contributed SS00.000 toward the build- ing ·of the hospital and thus guarantee- in1 that the hospital would be built. there is no connection between the foundation and the hospital. The Hoag Foundation has also contributed S 1 million to the Music Center, SI million to the City of Hope, more than $2.S million to the Boy Scouts, and has supported the Girl Scouts. the Boy's Club, Goodwill lnduatriea and the Salvation Anny. amona othcn. Without warning, an entire city block became engulfed in rows of methane gas plumes rising from cracks in the sidewalks and pavement. Pockets of gas from abandoned oil wells were to blame, aJtd city officials across the Southland suddenly woke up to the possibility of such a disaster in their backyards. A recantly completed study commissioned by state Sen. David Roberti (D-Los Angeles) to nail down the sources of gas seepage took one year and $350,000 to conduct, and it looked as though the State Legislature had finally decided to get serious about the dangers of methane gas. As it turned out, the $350,000 study revealed to the cities what they already knew. Newport Beach officials have been aware for decades that the city's abandoned oil wells might be a source of explosive methane gas. And while the study did sincerely attempt to address the nature of Newport's gas leaks, it still left the door wide open as to permanently handling the problem. Residents around the area of 35th Street and Marcus Avenue of the West Peninsula have complained for years about the rotten~gg smell of hydrogen sulfide, and the city responded effectively.'by spending $5,000 of its own money to erect a venting tows;r that would dissipate any methane gas that might accompany the noxious fumes. What the city has most pursued through the years has been a definitive study which could confirm the sources as either 0 petrogenic, 0 coming from the abandoned oil wells, or "biogenic, ~coming from natural sources, but using the wells as a conduit. However the Roberti study neither confirmed the source of the gas leaks. nor did it offer any realistic solutions. Its main recommendation to Newport was for homeowners to install monitoring devices to check the levels of methane in the air. Not much of a long-term solution. The $350,000 Roberti study was obviously a waste of taxpayers" dollars especially in light of what the funds could have been spent on-permanent venting projects that can cost upward of S l million for construction alone. Even though it is good to see that efforts are being made by our legislators? what is needed arc conclusive studies that offer workable solutions, not wasteful boondoggles that vent off redundant information. Jesus Christ is waiting for your Second .coming.·· Talbot's second coming was less than miraculous. He was playing the bluegras~-rock scene with the Mason Profitt Band, an opening act for the Nitty Gritty Dirt Band. the Grateful Dead and John Denver. The ''do your own thing .. philosophy of the hippie era was present. which included watching his fellow band members abuse drugs. His life was exciting for a time, but then he began to question its purpose. It was during a tour of Eureka Springs, Ark. that he felt the desire to buy some land. He began reading the Bible and became, he said, for others, a frightful Bible thumper. His wife became concerned about the intensity of his interst in religion. .. I became a walking, talking Jesus Freak who had a quote from Scripture for every con- ceivable problem," he said in Dan O'Neill's book "Trouba- dour for the Lord." "I really entered into what I caJI a caric- ature of Christianity rather than a full, beautiful painting of Jesus ... He is embarrrassed now about the way he spoke against Catholicism. especially since he was so moved by the story of St. Francis of Assissi, the patron saint of peace, who had much influence in Talbot's life. As part of his spiritual jour- ney, he met a Franciscan priest. Father Martin Wolter, at a retreat center in Indianapolis. Wplter became .. bis spiritual adYisor and friend duriag his painful divorce and helped chart his future. He encouraged Tal- bot to keep in touch with his Protestant evangelical back- ground. Ironically, Talbot came from a Methodist famiy of itinerant musical preachers; he too. became a wandering min- strel. Talbot continued to be fuci- nated by St. Francis' lifestyle, one of true simplicity. A man who said, "Blessed is he who expects nothing, for he shall enjoy everything.•• Talbot became a Catholic in 1978, with Fat her Wolter officiating. Eventually Talbot began to pour the earnings from his highly successful Christian music albums into a new com- munity called 1he Little Portion House of Prayer in Eureka Springs, which be had bought earlier. The crowd wu mixed with people in all sorts of out- rageous costumes, but when the lights went out, all eyes turned to the stage. Lead singer Danny Elfman, his red hair shining in the network of stage lights, clenched the microphone and fired up a f cw of Boin go's newer tracks. While these first songs-espe- cially the Oingo Boingo song from "Texas Chainsaw Massa- cre "-were a little .. bard," nearly approaching a "heavy metal" sound, the band soon went into the familiar f avoritcs like .. Grey Matter," "On the Outside" and "Violent Love." Elf man even played some of the aonp from bis e.so-to" album, excitina the 1old-out amplaitheater with "Gratitude."' After nearly three houn of solid play.-the band announced tbe dOlinl soq- M(ioodbye, goodbye .. " -only to come back for three encore songs in which much of the audience joined in unison. While Elfman definitely took the spotlight, his act was enhanced by the unmatched performances of the guitarists and drummer. The music included a great variety of instruments as each band member played two or three. For one song, Elf man played a xylophone-type instrument which added a completely exhil- arating, unique sound.
