SANTA ANA MAIN PLACE NOW OPEN EdllotMI Recycling plan rates more concerted eftort The state's new~ Container Recycling Act, paued finally by the California LeiisJature and aiaftrd into law by Gov. George Deukmejian, became effectiYe last week. Amidst record breaking heat and on the heels · of an earthquake, it didn't get the sort of publicity necessary to get the new program off to a running start. Legislators hope that the new law will start a flow of containers into recycling channels instead of into shrinking landfills. Under the new measure, the beverage industry begins paying into a special fund which is ear-matted to pay consumers a redemption value for aluminui;n, glass, plastic and non-aluminum metal containers. As of this week, that redemption vatue is I cent for containers marked "CA Redemption Value." Glass and plastic containers deliver their message on the paper labels, aluminum cans are stamped on the lid. The hundreds of thousands of containers which were produced prclaw are worth only their scrap value as salvage. Recycling Centers have been mandated within a distance of one-half mile from every supermarket which has annual gross sales of $2 million or higher. Those outlets which don't have such a center are obligated to receive returned containers from customers on their prelDl.SCS. As of last week only about half of the planned 2, 743 centers statewide were complete. Maybe it's a good thing heat and shaking deprived consumers of the opportunity to begin to avail themselves of the new program during its infancy. The potential for confusion is monumental as recycling centers and markets alike scramble to set up a workable system. Recycling laws are nothing new. Anyone who has visited a major National Park has paid a deposit on beverage cans to help keep the trash levels manageable. In the "old days" it was an accepted fact that empty soft drink bottles were worth a nickel to any_ kid enterprising enough to beat Mom to the family hoard. . No one wants to live next door to a landfill. The simple fact is that the new measure, soft though it is in some areas, is the best shot we 'vc got to keep our levels of trash under some semblance of .control and, to boot, conserve our resources.
