Edllol'lal Loto'hype After thn:e years it's become increasingly dear that the consistent winners in the state's lottery aie state politicos and the companies that provide the equipment and hype to the Calif omia Lottery. In addition to lucrative contracts awarded to out-of- state firms for lottery services, state lawmakers have received nearly S<J00,000 in political contributions. Specifically, GTECH Corp., a Rhode Island firm. bas contributed nearly $500,000; while Scientific Games, a subsidiary of BAiiy Manufacturing Corp. of Chicago, has kicked in $75,500 to the politicians. The companies, of course, insist they are not buying influence because lottery contracts are let and overseen by an independent commission. However, only the naive believe that contributions don' buy influence in Sacramento. Meanwhile, the purported windfall to the schools that the lottery was supposed to produce has turned out to have its dark side. During the lottery's succes.sful first year, schools received $692 million. But, last year the school's share had dropped to $483 million. The steep reduction proved painful to those districts that relied upon lottery revenues to enhance employee salaries and benefits. They re now in a bind because they are committed to contracts they cannot now afford. Further, the public perception, fueled the the lottery promotions, is that the ~hools are now flush with lottery funds. In reality, lottery money accounts for less than 3 perocnt of the state's expenditures on schools. But the public perception is an impediment to increased support from Sacramento. Lastly, the lottery is generally considered a sucker bet by knowledgable game players. The odds against ticket buyers hitting the jackpot arc 25 million to one. But, long odds don' discourage thousands of persons of modest means from spending heavily on the lottery -like the case of the Sacramento pensioner who spend his Social Security check on tickets, with a net loss of SI ,542. This is not to say that the lottery should be discontinued. After all, it was voted in by a solid majority in 1984. However, we t".ke strong exception to the slick ad campaigns that portray the lottery as a bonanza for players and public education alike, when the real bonanza is being realized in the backrooms of Sacramento and the boardrooms of several out-of-state comparues. Yet, many people tend to &et caupt up in a buyina ~ and invest when 1t~k1 are soaring, then lose nerve and tell out when they Jre sinkiq. For them, a more disciplined alter- native could be dollar-cost aver- aging. This is a simple strategy that appeals to conservative investon who want to take advantqe of market growth to invest toward a long-term goal, such as retirement or a child's education. Dollar-cost averaging simply means investing a set amount at regular intervals, such as $200 every month. After a period of time. say five years, you should own more shares than if you had invested the entire amount at the outset. This is possible because you will have purchased more shares when the market is low, fewer when it's high. For exam- ple, SSOO will buy 100 shares of a mutual fund priced at SS / share. but 125 shares when its price drops to $4/sharc. Over the and COAST ..... ...... The stra- tegy may be attnctive to inves- tors with the determination to give a long-term investment program a fair try. Dollar-c<>1t averagin& which is similar in concept to a disci- plined savinp program such as payroll deduction, worts espe- cially well with mutual funds, but less well with individual stocks. Many mutual funds allow you to invest any amount you wish. and your risk is spread over a number of issues. How- ever, be sure to check the funds' management fee schedules. Stocks, on the other hand, normally are sold in lots of I 00, often requiring a purchaser to invest more or less than the planned monthly payment. Breaking a round lot incurs a surcharge that diminishes the effectivencu of dollar~t aver- aaina. Other investments, such u aold and ailftf, also can be purcba.ed through a set scbe- d ule of re1ular payments. Regardless of the investment vehicle, carefully examine all costs. Dollar..cost averaging is essen- tially a defensive policy that is most effective in a market: that fluctuates over a prolonged pcriocL If tbe market generally advances, u it bas for the past few year, a lump-sum investment made at the beginning of the rise probably would have produced laracr profits than dollar-cost averaging. Because dollar:eost averaging is a long-term program. the strategy is appropriate for retirc- me n t plans. If your stOck or mutual fund ia a aoocl quality in-vestment that boldl ita value, it •s true that after a Jona period your averaae coat ii almost certain to be lower than the average price, resulting in a net gain. But no stock or fund that begins to fall sharply ia guaranteed to rise again. Thus, in a falling market, it's possible for tbe dollar-cost investor to .. average-down" right out of the market. Be ready to bail out, u you would with any other stra- tegy, if you believe your invest- ment is in a serious tailspin. Dollar~ost averaging makes most sense if you want to build assets at a low average c~ u this strategy almost auurcs you that you will acquire more shares, while reducing much of the market-timing risk, too. Come to think of i~ OCC Artistic Director Alex Golson might well have consi- dered the effect of using the real thing. By the look of the patron who ftrlt poted the question, Golson could have bad 60 individual psychological dramas unfold nightly. Jt•s theater history in the making. Nevertheless. what did trans- pire was a well staged, provoc- ative, and adult-themed evening of theater. complete with two solid lead performances by Jon Sidoti and Ponzer Berkman. , With the exception, however. of the two lead characters, the play could have used some good back-up performances. The rest of the cut did not leave the ,reatest of impressions, the least of which was Paul K.lees, who pJayed Alan 'a socialist father, Frank. Sbaffer•s award-winning tale of a sexually repressed 17-year- old boy named Alan. the emo- tional victim of an overly reli- gious mother and a strict social- ist father, has generated a great deal of controveny on stage and film for more than ten years. Along with the controversy have come some outstanding and career-makin_g perf orman- ces. OCC's production, unfortu- nately, does not generate out- standing or career-mating perf ormanccs. As the play unfolds the audience comes to know, albeit slowly and meticulously, the motives behind Alan's brutal blinding of six horses at the stable where he works. Sidoti, portraying the psychi- atrist who voluntcen his services to help the disintegrated Alan, sufficiently captures the mood of his ever-increasingly disenfran- chised character. The complexity of the wk facing either of the two lead roles in E:q&u,u_ entails acbievina a middle ground between the ills of insanity ~ just plain hys- teria. The reprellion and denial of bis basic human needs, be they social or se~ forces Alan to construct a mythology, even a religion, around the only objects in his life to which be bas found acceu -bona. By creating this system of coping with his feelings, be bas come to associate the animals with release from the demands of bia imprisoned sexuality. When facing bis first sexual encounter with another human ' Alan, feelinj pailt and i~ quacy in the situation, with- draws from the situation very upset over the fact that be bas been observed by bis god, Equw, the wirit of all bones. Berkman gives, in his role, an overly violent and at times hysterical performance, but be basically treats the character in a evenly-mixed fashion, showing Alan for the weak and fragile character that be is. Having being led to the play's climax., tb~ audience is not disappointed by Berkman in the chilling acene when Alan blinds the bona wbo have wittleued bis ill-fated human love afl'air. Sidoli 1eemcd to have a dif- fJCUlt time FUiDI into the fragile nature of bis own character, b\lt., by play'I end, be displays .. quacy in showing the doctor for what be bas become became of his ca.re for Alanl As Alan •s mother, Harriet Whitmyer also turns out a good, multi-dimensional perform•nce. Paul Dees, as Alan's father, fails to do more than -equately present bis cbar.aer as weak and overcompensating. In the final analysis, the performances of Sidolj and Berkman arc stroug enough to carry the rest of the cut. With a complementary sound arran- gement,. bone costume desip and comfortable staging and lighting, the result is a mature and nicely executed n:nderiai of Sbaff er•s work.
