At this point, we can do nothing but stop the project, and try to get back on the Coastal Commission agenda with a revised wall plan,.. said Don Simpson of the Newport Beach Public Works Department, "Because the wall is required by the federal government, we have only three alternatives. We either build a wall in conjunction with widening the highway, or we obtain signatures from l 00 percent of the people impacted by the noise saying they don't want a wall, or we don't widen the highway ... The federal government was to pay $6.8 miJlion of the expected $8 million cost of the project, according to Simpion. "The only part we had to pay was for the new lighting ... One of those who do not wa.nt a wall is Ninfa 011rien, who lives on the inland side of PCH. At a meeting between residents and Simpson, 011ricn said a wall would interfere with her view of the ocean. Crime in Newport jumps 1 O percent BY BILL HARVEY Crime is up in Newport Beach with the two major increases being in the areas of grand th cf t and rape, but the police department is aware of the increase and is working to bring the problem areas under control, according to Bob Oakley of the Newport Beach police. Statistics released by Lt. Don Chandler, Management Services Commander for the police department. indicated that crime was up 10.6 percent in the .. seven major off cnscs,.. with burglaries being the only major cate- gory to show a decrease. In 1986, there were 1,067 burglaries. and in I 987 there were 1,043, a decrease of 2.2 percent. Grand thefts (more than $400) rose from 962 to 1.210. an increase of 248 offenses, or 25 .8 percent. "We attribute the increase in grand thefts to much higher activity in thefts from autos," said Oakley, .. There's a huge market for car parts presently. As an example. 11 sets of T-tops were st olen in o ne night in Park Newport. despite full time security guards and locked gates. Car burglaries in general have been a big problem this year ... Oakley said the police department has put on extra patrols to deal with car burglaries. but stated, .. Car burglary is a consistent problem that is very hard to deal with. because there is no consistent pattern ... There were 15 rapes reported in Newport Beacti in 1986 and 25 in 1987. an increase of ten offenses. or 66. 7 pcn::cnt. .. We believe the increase in reported rapes is attributable to public aware- ness," said Oakley ... and is the result of education about the crime. While there may be a slight increase or decrease in the number of rapes. we feel that these statistics indicate that more women are reporting rapes rather than enduring the crime and saying nothing because of fear or shame ... Statistics released by the department indicated there was a sinak murder in 1986 and one in 1987. Robberies totaled 45 in '86 and 49 in '87. an increase of 8.9 percent. Felonious auaults were up from 110 to J 18. an increue of 7 .3 pen:en~ and auto tbefta went from JOO to 319. an i.ncreue of 6.l pm:cnt. The scramble to get ahead of the pack early has produced some remarkable situations, including the scheduled appearance of Robert Bork next k · support of Christopher Cox, general hyste ·cs o e part of Councilman John Kelly of Tustin, nd a series of attacks by the Nathan Rosenberg campaign against county GOP Chairman Tom Fuentes. We 're not sure if bringing in big guns from the East Coast or staking out a position to the right of Herman Goering are going to help Cox and Kelly, respectively, but at least those tactics are relatively harmless. On the other hand, spreading charges about the Republican leadership and then evading direct questions about those charges, all in an effort to appear as an outsider on a white horse and at the same time a member of the party faithful, seems to us to be not only of limited political value in the short term, but a destructive and ultimately self-defeating tactic in the long term. The matter came into the open this week with the endorsement of Irvine City Councilman David Baker by Supervisor Thomas Riley. Rosenberg campaign consultant David Vaporean -who, incidentally, engineered Bob Badham 's campaign against Rosenberg in 1986 in such a way that an offended Rosenberg withheld his post-primary endorsement of Badh,m until just before the general election -repeated previous charges of "bossism" against Fuentes and said that Fuentes and tfle Republican leadership are favoring Baker in the primary, violating party rules mandating neutrality in intra-party contests. Among other things, Vaporean charged that Fuentes, et al are promoting Baker as the Republican candidate, and discouraging other candidates from running. It was a theme that Vaporean had been sounding in a less public manner for several weeks. When pressed in che past to provide details, he would become vague. Our observation would be that if Fuentes is trying to discourage other candidates froni running against Baker, who at last count is facing I 0 other hopefuls, he is failing miserably. We would further observe that Supervisor Riley - and Rep. Badham, who endorsed Baker last week - are grown men who make up their own minds, and arc being proved correct in their judgments. According to Corona del Mar Coach Jim Tomlin, the Sea Kings have a good chance of repeating as champions and arc the team to beat in the Sea View League. Cd M went undefeated in league last season. "I'm not really sure how good the teams in our league arc this year. But I think they arc going to improved over last year's Saddlcback should give us some trouble. They always do," said Tomlin, in his 11th year as coach of the CdM's track team. CdM has captured seven league titles and bas a record of 83-6-1 record under Tomlin. So, "Beyond Business As Usual" is designed to hlep people in t&e business world identify and use the Biblical principles of leadership and management, with positive results for the quality of the company's pro- duct and service to customers.
